India's govt contemplates 'One Nation, One Election': Can Modi's ambitious reform be a reality?
Streamlining this multifaceted electoral system presents a formidable challenge. The Indian government, said to be driven by a desire for development and efficiency, has recently expressed its interest in retreating to a voting system reminiscent of the 1960s. Any change — whether beneficial or detrimental — also may mean the government is walking on a thin rope as they will have to counter severe scrutiny, especially now that several opposition parties have united under the banner of «INDIA.» Nonetheless, the government, led by Prime Minister Narendra Modi, appears committed to the cause. The government has reportedly formed a committee under the chairmanship of former President Ram Nath Kovind, who too had voiced support for this idea years back, to explore possibility of 'One Nation, One Election'. Also Read: Indian govt forms committee to explore possibility of 'one nation, one election': Report The government in a surprise announcement on August 31 called for a special session of Parliament for five days starting September 18. However, no official announcement was made regarding the agenda of the session. But speculation is rife that the session may include discussions on the upcoming elections, with some expecting a 'One nation, one election' move from the Centre, while others predict a poll preponement.

Centre links interest-free capex loans to states’ reform rollout
NEW DELHI : A central scheme for states introduced during the early days of the covid-19 outbreak to provide interest-free capital-expenditure (capex) loans will now come with strings attached as the government attempts to nudge states to implement specific reforms. Out of the ₹80,000 crore earmarked this fiscal for the ‘Special Assistance to States for Capital Investment’ scheme, ₹40,000 crore has already been disbursed without conditions; of the rest, ₹30,000 crore will be disbursed only if states can show progress on reforms or present specific project proposals, two people aware of the plan said on condition of anonymity.

Korea to prioritize Korean language ability as part of immigration reform
Korea prepares to welcome more foreign workers through its reformed immigration policy, greater emphasis will be placed on an immigrant's proficiency in the Korean language compared to other skills. The Ministry of Justice told The Korea Times that fluency in Korean would play a significant role in the issuance of E-7-4 visas. These visas, which grant permanent stay in Korea with an initial three-year period and unlimited renewals, are given to individuals who meet specific criteria including a minimum of four years of work experience. The Ministry stated that mastering the Korean language is fundamental for immigrants to assimilate into Korean society, paralleling the approach of other countries. To encourage this, higher points will be awarded to those with exceptional language skills who seek to switch to E-7-4 visas. This stance aligns with the direction set by Justice Minister Han Dong-hoon, who emphasized the primacy of language ability over even technical skills like welding. He emphasized that individuals proficient in Korean would receive substantial incentives. Han Dong-hoon also emphasized the urgency of immigration reform to embrace skilled foreign workers as a critical priority for Korea. Despite government efforts, the nation's birthrate continues to decline dramatically, prompting a need for harmonious coexistence with foreign labor. Han Dong-hoon stressed that Korea's future hinges on the development of a well-structured immigration system and cautioned against hasty implementation to prevent severe political divisions. He cited examples from various other countries to highlight the importance of careful planning.

Reform policing
This week began with an outbreak of communal violence on the outskirts of India’s national capital region. On Monday, a religious procession led by a Hindu right-wing outfit in a Muslim-populated area saw clashes erupt, with mob lawlessness spreading to streets in Gurugram barely 40km south of Parliament House, and a local mosque set ablaze late at night. As seen in multiple cases before, what stood out starkly was the role of law enforcers.
