BLOCK Fighting security rights peace Security Council 'perhaps fatally' undermined by Gaza, Ukraine deadlock, says UN chief
United Nations chief Antonio Guterres on Monday deplored how the U.N. Security Council had failed to respond adequately to the Israel-Hamas conflict in Gaza and Russia's invasion of Ukraine, saying the conflicts had «perhaps fatally» undermined its authority. Speaking at the opening of the U.N. Human Rights Council in Geneva, Guterres said the U.N. Security Council often found itself deadlocked and «unable to act on the most significant peace and security issues of our time». «The Council's lack of unity on Russia's invasion of Ukraine, and on Israel's military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely — perhaps fatally — undermined its authority,» he said.

Action Fighting security Southern War evacuation Israel army proposes evacuation plan as PM Netanyahu vows push into Gaza's far-south
Israel's military proposed a plan Monday for «evacuating» civilians from the Gaza Strip, after Prime Minister Benjamin Netanyahu said a ground invasion of the Palestinian territory's southern city Rafah was necessary for «total victory». Foreign governments and aid organisations have repeatedly expressed fears that such an operation will inflict mass civilian casualties in Rafah, where around 1.4 million Palestinians — most of them displaced from other areas — have converged. It is also the entry point for desperately needed aid, brought in via neighbouring Egypt.

He further claimed that total victory in the territory would come within weeks once the offensive begins in Rafah as four of the six remaining Hamas battalions are concentrated there. Thus, Israel is set to undertake plans to expand its offensive against the Hamas militant group to Rafah on the Gaza-Egypt border even as humanitarian groups have warned of a catastrophe.

Citi Fighting Food CBS War reports Netanyahu says a cease-fire deal would only delay ''somewhat'' an Israeli military offensive in Rafah
Israeli military offensive in the southernmost city of Rafah could be «delayed somewhat» if a deal for a weekslong cease-fire between Israel and Hamas is reached, Prime Minister Benjamin Netanyahu said on Sunday, but claimed that total victory in Gaza is «weeks away» once the offensive begins. Netanyahu confirmed to CBS that a deal is in the works, with no details. Israeli media reported that mediators were making progress on an agreement for a cease-fire and release of dozens of hostages held in Gaza as well as Palestinians imprisoned by Israel. Several Israeli media outlets, citing unnamed officials, said the War Cabinet tacitly approved it. Talks resumed on Sunday in Qatar at the specialist level, Egypt's state-run Al Qahera TV reported, citing an Egyptian official as saying further discussions would follow in Cairo with the aim of achieving the cease-fire and release. Meanwhile, Israel is developing plans for expanding its offensive against the Hamas militant group to Rafah on the Gaza-Egypt border, where more than half the besieged territory's population of 2.3 million have sought refuge.
