EU's electric dreams short-circuited by EV charging gridlock
Electric vehicle drivers hoping to top up their batteries at one of Repsol's 1,600 Spanish charging stations might well be disappointed, with nearly half lying dormant because they have no power connection. Such gaps are evident across the European Union, where last week the European Commission announced plans to upgrade the bloc's power grids. These are due to be implemented in 18 months and include addressing EV charging station power shortages. But despite the declarations of its leaders, red tape preventing progress towards greener transport in the EU is on the rise, industry groups and energy companies told Reuters, with permitting one of the major roadblocks. The ease of building an EV charging hub varies considerably country by country. One industry source said that in Germany a hub was held up for months over rules protecting a single tree, while another located on a busy highway had to wait 10 months for a noise evaluation before it gained approval.

German tourist stabbed to death in Paris 'terror' attack
Paris on Saturday before being arrested, officials said. The attack took place close to the Eiffel Tower during a busy weekend night and came with the country on its highest alert for attacks as tensions rise against the background of the war between Israel and Hamas. «We will not give in to terrorism,» Prime Minister Elisabeth Borne wrote on X, formerly Twitter, after the attack. President Emmanuel Macron said he was sending his condolences to the family of a German killed in the «terrorist attack». French anti-terror prosecutors said that they would now take on the investigation. The attacker was known to authorities as a radical Islamist and was being treated for mental illness, Interior Minister Gerald Darmanin said at the scene by the River Seine, adding that the man had shouted «Allahu Akbar» («God is greatest») before being arrested. He fatally stabbed the German tourist, born in 1999, with a knife and then used a hammer to attack others as he sought to escape on the other side of the River Seine. The area by Bir Hakeim bridge, usually thronging with tourists and locals, was cordoned off by police and bright with the flashing lights of security forces and emergency services. 'Violently threatened them' The Paris prosecutor's office said the attacker, born in 1997, is French and has been arrested in an investigation into murder and attempted murder. Darmanin said the man had already been sentenced in 2016 to four years in prison for planning another attack which he failed to carry out. «A man attacked a couple who were foreign tourists.

Pledges made so far at the COP28 climate talks
But observers have warned that the headline-grabbing — but voluntary — pledges promoted by the UAE could distract from the more challenging work of negotiating a formal COP28 text at the climax of the two-week talks. As pressure builds during what is expected to be the hottest year on record, here are some major funding pledges and declarations announced so far at COP28. — Loss and damage - The first day of the talks saw the official launch of a «loss and damage» fund to help vulnerable countries cope with the increasingly costly and damaging impacts of climate disasters. Thursday's agreement came with pledges of $100 million each from the UAE and Germany, $109 million from France, $50 million from Britain, $25 million from Denmark and $17.5 million from the United States, the world's biggest oil and gas producer. The total committed so far is a little over $576 million, according to a tally by the Natural Resources Defense Council, an environmental advocacy group. That falls vastly short of the $100 billion a year that developing nations — which have historically been least responsible for greenhouse gas emissions — have said are needed to cover losses from natural disasters. South African President Cyril Ramaphosa told the summit that «we need to mobilise funding on a far greater scale». Campaigners said the US offering was woefully inadequate from the world's biggest historical polluter. Bineshi Albert of the Climate Justice Alliance called it «insulting». «It is a paltry, shameful amount of money that shows the US is completely uninterested in prioritising or being accountable to the climate impacts frontline communities are facing,» she said. — Food and farming - More than 130 countries have agreed to
