China is willing to play a «constructive» role in the success of the Asia-Pacific Economic Cooperation (APEC) summit in San Francisco, its top diplomat said on Tuesday, after President Xi Jinping's absence at the annual Group of 20 summit in India. «As the world's largest developing country and an important member of APEC, China is willing to comply with the expectations of the international community and play a constructive role in the success of APEC this year,» said Chinese Foreign Minister Wang Yi. Xi, with no official explanation, did not go to the G20 summit in New Delhi this month, with the Chinese premier, Li Qiang, attending in his place. That prompted the United States to say China was «giving up» on the G20 and was building an alternative world order. «Of course, we and all parties hope that the United States will recognise its responsibility as the host, demonstrate openness, fairness, inclusiveness, and responsibility, and create better conditions for the smooth holding of the meeting,» Wang said at a news conference, when asked whether Xi would attend APEC. Dialogue between China and the United States has been gradually resuming despite tensions between the two superpowers, especially over Taiwan.

However, a report by Times of India has revealed details of a new drama that escalated at the Taj Palace Hotel where Chinese delegates stayed during the Summit.

China on Monday said the G20 New Delhi Leaders' Declaration has sent a «positive signal» that the member countries of the influential grouping are joining hands in tackling global challenges and economic recovery.

China has lashed out at media reports alleging a man who was arrested on suspicion of espionage was gathering intelligence for Beijing, labelling the claim a «political farce».UK police said over the weekend that they had arrested a man in his twenties at his home in Edinburgh for spying, with the Sunday Times reporting he was a researcher in Britain's parliament. Officers from the Metropolitan Police Service arrested him, and another man in his thirties, in March on suspicion of offences under the Official Secrets Act and both have been bailed until October. The arrests led British Prime Minister Rishi Sunak to tell Chinese Premier Li Qiang at the G20 summit in New Delhi that he had «very strong concerns» about Beijing's «interference» in democracy. Asked about the media reports that the British pair were «arrested on suspicion of providing intelligence to China», a spokesperson for the Chinese embassy in London said it was «malicious slander». «The claim that China is suspected of 'stealing British intelligence' is completely fabricated and nothing but malicious slander,» the spokesperson said in a statement published late Sunday. «We firmly oppose it and urge relevant parties in the UK to stop their anti-China political manipulation and stop putting on such self-staged political farce.»

The New Delhi declaration also reaffirmed that G20 is the premier forum for international economic cooperation.

Joe Biden insisted Sunday he does not want to «contain» China, as the two powers face deepening divisions on trade, security and rights. Biden said he had met Chinese Premier Li Qiang at the G20 summit in New Delhi — a meeting the White House had not announced — and discussed «stability». The president revealed the encounter in Hanoi, where earlier in the day he agreed a deal to deepen ties with Vietnam as Washington looks to bolster its network of allies around Asia and the Pacific in the face of Beijing's rising influence. China's Belt and Road investment plan, Italian Prime Minister Giorgia Meloni said Sunday, but doing so would not damage bilateral relations. «We have yet to make a decision,» Meloni told a press conference at the close of the G20 summit in New Delhi, a day after meeting for talks with Chinese Premier Li Qiang. Should Rome decide to quit, it «would not compromise relations» with China, Meloni said. Critics say the Belt and Road plan is a Trojan horse to increase China's influence and Meloni is under pressure to exit, but hopes to do so without inflaming tensions. The deal automatically renews in March 2024 unless Italy opts out by the end of this year. Meloni said the government was «evaluating the merits» of being part of the trillion-dollar investment scheme, which debt-ridden Italy joined in 2019. It is the only one of the group of leading developed democracies to have signed up. Italian Foreign Minister Antonio Tajani said earlier this month that the Belt and Road initiative «has not produced the results we were hoping for». The Italian PM is tipped to travel to Beijing for a state visit in the next few months, or at the start of next year, but would not be drawn on a possible date. «It makes more sense to go to China when we have more elements about our bilateral cooperation and how to develop it,» she said.
