GST Council can vet pleas on GST registration threshold: Finance minister
Nirmala Sitharaman on Wednesday said the request from Parliamentarians to raise the sales threshold for Goods and Services Tax (GST) registration can be looked into by the GST Council; however, she added that most small businesses ideally should be part of the GST chain. While replying to a discussion on the Central Goods and Services Tax (Second Amendment) Bill, 2023 in Rajya Sabha, Sitharaman also took note of the requests from Parliamentarians for setting up a national appellate authority for advance ruling as provided for in GST law.

Parliament Winter Session: After a day of disruptions and more suspensions, several bills and motions lined up for consideration in Lok Sabha
Winter Session to 141, both Houses will reconvene for business on Wednesday. As the session resumes at Lok Sabha, Union Minister Ashwini Vaishnaw is to move a bill to amend and consolidate the law relating to the development, expansion and operation of telecommunication services and telecommunication networks; assignment of spectrum in Lok Sabha on Wednesday. While Mos Law, Arjun Ram Meghwal will be moving the bill to regulate the appointment, conditions of service and term of office of the Chief Election Commissioner and other Election Commissioners, the procedure for transaction of business by the Election Commission and for matters connected therewith or incidental thereto, as passed by Rajya Sabha, be taken into consideration. Union Minister for Information and Broadcasting, Anurag Singh Thakur to move that the Bill to provide for press, registration of periodicals and matters connected therewith or incidental thereto, as passed by Rajya Sabha, be taken into consideration. Apart from that bill to consolidate and amend the provisions relating to offences and for matters connected therewith or incidental thereto and the Bill to consolidate and amend the law relating to Criminal Procedure moved by Union Home Minister Amit Shah on December 19 will also be taken into consideration. Tax reforms, elevated capex among steps to turn India into a $5-trillion economy: Finance Ministry
finance ministry on Tuesday said tax reforms, a sharp hike in capital spending “without weakening fiscal discipline” and robust public digital infrastructure are among a raft of steps initiated by the Modi government that would help India emerge as a $5-trillion economy. In a written reply in the Rajya Sabha, minister of state for finance Pankaj Chaudhary said India is projected to become the third-largest economy in FY28 with a gross domestic product (GDP) of $5 trillion (from about $3.7 trillion in FY23), citing the International Monetary Fund’s forecast. Taxation measures “Direct tax measures such as the restructuring of the corporate tax rates, reduced tax litigation and removal of tax uncertainties have considerably reduced the compliance burden and resulted in high growth of revenues,” he said. Similarly, indirect tax measures include the implementation of Goods and Services Tax (GST), which has realised the goal of the One Nation, One Tax and OneMarket, expanded formalisation of the economy and ensured a high collection of GST revenue, Chaudhary added. The sharp hike in the government’s capital expenditure—from Rs 4.1 lakh crore in FY21 to the budgeted Rs 10 lakh crore in FY24 (BE)—has supported growth and also initiated the crowding-in of private sector investment, he said.

No impact of Israel conflict on Indian economy via oil prices; taking steps to minimise effect of global shocks: Finmin
finance ministry on Tuesday said the Israel-Hamas war has no impact on the Indian economy through the global crude oil prices, which have receded to the pre-conflict levels after a temporary increase in the immediate aftermath of the tension. In a written reply in the Rajya Sabha, minister of state for finance Pankaj Chaudhary also said the government has been successfully adopting measures to mitigate global shocks on the domestic economy over the past three-four years. These steps include diversification of the sources of critical imports, increasing the supply of domestic output to restrain inflation and strengthening domestic growth drivers, he said. “Presently, high public capital expenditure, robust private consumption and expanded digital public infrastructure are some of the strong domestic growth drivers, which have made India the fastest growing economy in 2022 and 2023 as per the estimates of IMF (International Monetary Fund),” he said. As for the Indian basket of crude oil, Chaudhary said, the prices hit a post-conflict peak of $93.9 per barrel on October 20 from $85.7 on October 6, a day before the outbreak of the conflict. However, they were down to $78.4 as of December 5. Global brent crude oil futures had posted their sharpest weekly losses since March in the week through October 6 to $84.60.

What's the road ahead for Mahua Moitra: As per legal experts, Mahua can challenge her expulsion in the court of law, citing that " there was no evidence of cash or gift given to her." Minutes after her expulsion as a Lok Sabha member, Moitra said she has been found guilty of breaching a code of ethics that does not exist and that there was no evidence of cash or gift given to her.
