NEW DELHI : The government is considering implementing stricter norms to enforce the use of local components to bolster domestic manufacturing of electric vehicles (EVs) amid instances of companies violating phased manufacturing programme (PMP) norms by assembling vehicles with imported parts. The Union ministry of heavy industries is considering introducing a 50% domestic value addition (DVA) requirement and doing away with the phased manufacturing programme as part of its proposed Faster Adoption and Manufacturing of (Hybrid and) Electric Vehicles in India (FAME) III, according to two people familiar with the development. DVA is calculated based on the net selling price of a product and the landed cost of imported inputs.

Manipur organisations to launch stir if govt fails to locate two teenage boys
Various CSOs, Meira Paibis, most powerful women organisation, NGOs, social activists, student bodies and politicians together under a single platform held a meeting at Akham Ground in Imphal West and asked the government to find the two missing youths — Avinash Maibam, 16 and Ningthoujam Anthony, 19 — by November 19. The public meeting also resolved to form a Joint Action Committee to spearhead the agitation against the missing or abduction of the two teenage boys. A spokesperson of the public meeting on Monday said ,«the government failed to find the two missing youths by November 19, then all CSOs, political parties, student organisations and all the participants of the public meeting would launch a massive agitation,” the spokesperson said. The security forces so far have arrested three suspects in connection with the reported abduction or disappearance of two teenage boys from the Imphal West district. The family members of the missing students said that the two boys had gone towards Sekmai on November 5 in the morning on a two-wheeler and did not return home. The family members also filed a missing complaint at the local police station.

Here is an outline of the pipeline dispute: WHAT IS THE LATEST? On a visit to Erbil on Sunday, Iraqi oil minister Hayan Abdel-Ghani said he expects to reach an agreement with the Kurdistan Regional Government (KRG) and foreign oil companies to resume oil production from the Kurdish region's oilfields within three days, signalling a potential restart soon. Turkey had said last month the pipeline was ready to begin operations, but Iraq maintained it had received no official notification over the pipeline and a senior energy adviser told Reuters Baghdad was waiting to iron out «lingering financial and technical issues» ahead of any restart. WHY IS IT IMPORTANT? While Iraq, OPEC's second-largest oil producer, exports about 85% of its crude via ports in the south, the northern route via Turkey still accounts for about 0.5% of global oil supply. WHAT PROMPTED THE SHUTDOWN? Supplies of 450,000 barrels per day (bpd) were halted on March 25 after an International Chamber of Commerce (ICC) arbitration ruling. The ICC ordered Ankara to pay Baghdad damages of about $1.5 billion for unauthorised exports by the semi-autonomous Kurdistan Regional Government (KRG) between 2014 and 2018. KRG exports flow through a KRG pipeline to Fish-Khabur on the northern Iraqi border, where the oil enters Turkey and is pumped to the port of Ceyhan on its Mediterranean coast. Iraq's federal government says state-owned marketer SOMO is the only party authorised to manage crude exports via Ceyhan.
