OneWeb to soon seek trial spectrum to test satellite tech
OneWeb will shortly seek trial satellite spectrum from the Department of Telecommunications (DoT) in the ‘Ka’ (27.5 to 29.1 GHz and 29.5 to 30 GHz) and ‘Ku’ (14 GHz) bands to test its earth stations and user access terminals (UATs), senior company executives said. The company wants to test the infrastructure ahead of the India launch of its broadband-from-space services, targeted for later this year. The UK-based satellite player has started deploying ground infrastructure, including two gateway earth stations, and will use the trial airwaves to test network performance and user experience in key locations, especially in India's rural and remote regions with limited access to high-speed Internet. OneWeb is striving to get the first mover advantage over the likes of Elon Musk’s Starlink, Jeff Bezosled Amazon and Reliance Jio in the still nascent India satcom market with a high growth potential. EY estimates the country’s space economy to grow to about $13 billion by 2025 from an annual revenue opportunity of around $1 billion now. “Based on discussions with DoT, OneWeb will shortly apply for trial spectrum from the government to test its satellite broadband network … the company is on track to launch the services commercially later this year,” one of the executives told ET.

Auction not best method to allocate satellite spectrum: Mukul Rohatgi
Mukul Rohatgi who has said auctioning satellite spectrum isn’t the most appropriate and efficient method of resource allocation.Broadband India Forum (BIF) had sought Rohatgi’s views on whether the law requires that the only way to allocate satellite spectrum is auction. He replied, “No.” BIF also asked whether allocation of satellite spectrum for space-based communication services through a non-auction, administrative route, be permissible in law. Rohatgi said, “Yes.” ET has seen a copy of the 18-page legal opinion. BIF, which counts technology and satcom firms like Oneweb, Nelco, Amazon, Hughes, Inmarsat, Google, Netflix, and Meta as its members, is believed to have shared Rohatgi’s opinion with the Department of Telecommunications (DoT), Telecom Regulatory Authority of India (Trai), Department of Space and Prime Minister’s Office. Satcom companies and telcos Reliance Jio and Vodafone Idea (Vi) are at loggerheads over the mode of allocation of satellite airwaves. Jio and Vi have been batting for an auction model, citing, among others, the 2012 Supreme Court judgement, which had backed bidding as the way to allocate scarce natural resources. Satcom companies want spectrum to be allotted without auctions. Commenting on the 2012 Supreme Court judgement and decision on the following presidential reference, Rohatgi said auction cannot be considered invariably a constitutional mandate as it would stand in complete contravention to the scheme of Article 14 of the Constitution. Further, he said allocation of natural resources to the highest bidder may not necessarily be the only way to subserve the common good and at times, may run counter to the public good.

India will push its Group of 20 partners at a meeting it is hosting to support its proposal to raise the share of taxes multinational companies pay to countries where they earn «excess profits», government officials said. India's proposal, which has not been previously reported, could temper optimism among G20 members such as Australia and Japan that the meeting of finance ministers and central bankers in Gujarat would make progress on a long-awaited overhaul of global corporate taxation. More than 140 countries were supposed to start implementing next year a 2021 deal overhauling decades-old rules on how governments tax multinationals.
