China sends military aircraft, 3 ships around Taiwan despite typhoon Koinu alert
Typhoon Koinu's storm encircled Taiwan between 6 am Wednesday (October 4) and 6 am Thursday (October 5), its defence ministry (MND) tracked one Chinese military aircraft and three navy vessels across the nation, Taiwan News reported. The People's Liberation Army Air Force (PLAAF) military aircraft and three PLAN boats were reportedly spotted, according to the defence ministry. Taiwan's Defence Ministry (MND)said that no graphic of the flight paths had been supplied since there had been no indication that any PLAAF aircraft had crossed the Taiwan Strait's middle line or gotten as far as Taiwan's Air Defence Identification Zone (ADIZ)'s southwest sector. The MND said that it used its intelligence, surveillance, and reconnaissance apparatus to keep an eye on the situation. It responded by dispatching navy ships, combat patrol aircraft, and land-based air defence missile systems. Beijing has been using «grey zone tactics» more often since September 2020, such as deploying military aircraft and naval vessels beyond the middle line and within Taiwan's ADIZ, Taiwan News reported. Notably, Grey zone tactics are «an effort or series of efforts beyond steady-state assurance and deterrence that attempts to achieve one's security objectives without resorting to the direct and substantial use of force.» Typhoon Koinu on Wednesday pounded Taiwan with heavy rain and winds.

India aims to safeguard steel trade interests from EU carbon levy
India's government has assured domestic steelmakers that it is looking at ways to address their concerns about the EU's planned tariffs on imports of high-carbon goods and is discussing the issue with its European counterparts, a government official said. «We are discussing with stakeholders and continuing to look at ways in which India's trade interests in steel could be safeguarded,» Nagendra Nath Sinha, the most senior civil servant at the federal Ministry of Steel, told Reuters in an interview on Tuesday. "(India's) government has raised its concerns at both bilateral and multilateral levels with the EU," he said, adding the tariffs would impact India's steel exports. The European Union this year approved the world's first plan to impose tariffs on imports of high-carbon goods including steel and cement as part of its aim to reach net zero greenhouse emissions by 2050. The proposal has caused widespread unease among top exporters of commodities such as steel to the EU. India's industry officials have warned that exports worth billions of dollars would face steep tariffs. The Carbon Border Adjustment Mechanism (CBAM) through which the EU plans to impose the tariffs ranging from 20% to 35% comes into effect from 2026. Exporters to the European Union will then need to purchase certificates to cover carbon emissions to put foreign producers on a level footing with EU industries that must buy permits from the bloc's carbon market when they pollute. Research group Wood Mackenzie in a recent report said that by 2034, the cost of India's steel exports to the EU would rise by 56% due to CBAM. Indian projects in Nepal make headway while BRI falters
Pushpa Kamal Dahal ‘Prachanda’ said in Parliament on Sunday that during his recent meetings with Chinese leaders discussions were held on construction of a transmission line in the northern border region, installation of solar power plants along the border, construction of various roads and expansion of cooperation in the health and agriculture sectors. However, a number of Chinese projects in Nepal exist only on paper, in stark contrast to projects funded by India in the Himalayan country, where India’s grant assistance to Nepal totals around $63 billion, ET has learnt. Prachanda visited China late last month and reportedly got assurance of funding for 12 projects, even as there has been little progress on projects under China’s Belt and Road Initiative (BRI) projects in Nepal, according to people with knowledge of the matter. Nepal signed the BRI agreement with China in 2017. However, the country has yet to reap the benefits of the agreement, even as some Nepalese leaders sought Chinese funds to reduce dependence on India. China has raised the issue of delayed BRI projects with Nepalese leaders, but there is no clarity as to why the projects have been delayed, according to Nepal watchers.
