BJP has alleged that the Opposition was running away from a discussion on the Manipur issue even as the logjam in Parliament continued with the opposition insisting on a discussion under Rule 267 in which the PM may have to make a statement. «The Opposition doesn't want this discussion to take place. There must be some reason why they are running away from a discussion,» Piyush Goyal, leader of the house in the Rajya Sabha, told media persons in Parliament.

Rajya Sabha Chairman Jagdeep Dhankhar tried unsuccessfully to start a Short Duration Discussion on Monday on the Manipur situation in the post-lunch session. The Opposition countered this vociferously with members rising in their seats and shouting slogans to demand that Prime Minister Narendra Modi come to the House and make a statement on the issue, leading to adjournments and failure to conduct any substantial business.

While Congress is already tied down by its public promise to oppose the bill, as demanded by Kejriwal ahead of the Karnataka conclave, similar compulsion of others to keep “Opposition unity” also meant agreeing to AAP’s wish. The proposal for Opposition mobilisation against the bill included bringing ailing members such as former PM Manmohan Singh and Shibu Soren for voting.

Mumbai: A recent instance where a senior official of a broking firm settled a case with the Securities and Exchange Board of India (Sebi) for ‘mirror trading’ has sparked a debate over the legitimacy of such transactions. Mirror trading is a technique that allows an individual to copy the trade of another on a real-time basis. Mumbai-based Aequitas Investment Consultancy, a money manager run by Siddhartha Bhaiya, had alleged that Pawan Agarwal, a broker, executed trades for the fund as its broker while carrying out mirror trading.

Piyush Goyal and Leader of the Opposition Mallikarjun Kharge on Tuesday exchanged barbs at each other in the Rajya Sabha over the debate on Manipur, with Kharge demanding the presence of Prime Minister Narendra Modi and Goyal saying atrocities on women in opposition-ruled states will also be discussed in the House. Kharge also questioned the absence of Modi in the House.

Narendra Modi a precondition for any discussion on the issue. The two sides are also unable to agree on the nature of discussions - with the government willing to broach the issue under Rule 176, while the Opposition remains firm about a debate under Rule 267.  Protests have ruled the day inside both Houses despite attempts by Dhankhar and Defence Minister Rajnath Singh to end the impasse.
