Delhi HC refuses to interfere with arbitral award in favour of Jindal Saw
Delhi High Court has refused to interfere with an arbitral award, which directed GAIL to pay over USD 7 million to Jindal Saw Ltd. On October 29, a bench of Justices Visbhu Bakhru and Sachin Datta dismissed GAIL's appeal against a single judge's decision upholding the award, saying that it was «unmerited». The dispute in the matter pertained to delayed delivery of pipes by SAW Pipes Ltd, now Jindal Saw Ltd, to Gas Authority of India Ltd (GAIL). The Arbitral Tribunal, passed in December 2002 and then amended in March 2003, had held that GAIL was responsible for the delay by not taking the delivery of the goods and therefore allowed the claims filed by SAW Pipes Ltd.

Panel to revisit debate on including 'salary' in determining 'creamy layer' for OBC quota
Parliamentary committee meeting to resolve the issue of «discrimination» in determining the «creamy layer» for OBC reservation, the panel has scheduled another discussion for later this month, reported TOI. However, it has now emerged that the Parliamentary Committee on Welfare of OBCs had previously addressed the same issue in detail five years ago, ruling against including «salary» in the calculation of «income» for the purpose of reservations. Interestingly, the committee at that time was also chaired by its current head, BJP MP Ganesh Singh. Sources informed to TOI that the committee has summoned the Department of Personnel and Training (DoPT) for a meeting on November 28, where the issue of factoring in «salary» for backward candidates from public sector undertakings (PSUs) qualifying for the UPSC exams will be discussed. During Wednesday's meeting, MPs including DMK's TR Baalu, Congress' Manickam Tagore, SP's Ramashankar Rajbhar, and a senior BJP member criticised what they described as a violation of the 1993 Office Memorandum (OM), which explicitly states that «income» should not include «salary» or «agricultural income.» The controversy centres around the government's practice of including «salary» for candidates whose parents work in PSUs, citing the lack of an «equivalence of posts» with government positions such as Group A, B, C, and D, noted a TOI report.

'Alien' message from Mars decoded by father-daughter duo contain movement, suggest life
According to ESA, the Chaffins cracked the code after tirelessly running simulations and relying on their intuition. The decoded message turned out to be a dynamic visual signal made up of five configurations, each representing an amino acid—the building blocks of life. However, while the signal has been successfully decoded, its true meaning remains elusive. Decoding the message was just the beginning. Now, the challenge is to interpret its significance, and that task falls to citizen scientists like the Chaffins, who will seek to uncover any hidden messages within the data. The project's creators have no immediate plans to verify any interpretations, but they are encouraging the public to submit their ideas. Daniela de Paulis, the media artist behind «A Sign in Space,» is also working on a book documenting the journey of the project, including the different interpretations that have emerged.

Donald Trump is already testing Congress and daring Republicans to oppose him
Trump and Republicans call a «mandate» to govern, an uneasy political question is emerging: Will there be any room for dissent in the U.S. Congress? Trump is laying down a gauntlet even before taking office challenging the Senate, in particular, to dare defy him over the nominations of Matt Gaetz, Robert F. Kennedy Jr. and other controversial choices for his Cabinet and administration positions. The promise of unified government, with the Republican Party's sweep of the White House and GOP majorities in the House and Senate, is making way for a more complicated political reality as congressional leaders confront anew what it means to line up with Trump's agenda.

'This land belongs to our ancestors not Razakars': Fadnavis slams Aghadi for yielding to Ulema Council's demands
BJP leader and the State's Deputy Chief Minister Devendra Fadnavis lashed out at the Maha Vikas Aghadi (MVA) alliance for allegedly yielding to demands from the Ulema Council, a Muslim clerical body. In an interview with ANI, Fadnavis said that the Ulema Council had presented 17 demands to the MVA, which the alliance reportedly accepted through a formal letter. «The Ulema Council declared support to them, and they put forward 17 demands. They (MVA) have given a formal letter that says we accept these 17 demands. I have no objection if someone puts forward any demands; I just question which of these demands are acceptable. I will tell you one demand,» he said.

Boat sets sail for $300-500 million IPO with bankers on board
audio products brand Boat has finalised ICICI Securities, Goldman Sachs and Nomura as bankers for a $300-500 million IPO next year, sources aware of the matter said, joining the queue of new-age firms looking to go public. New Delhi-based Boat may aim for a valuation of over $1.5 billion, sources said, adding these numbers may change closer to the IPO filing. It’s targeting a public offer in next financial year. Boat had filed draft papers for a public offering in 2022 but halted those plans citing market conditions and raised $60 million in private capital through convertible preferred stocks notes from existing investor Warburg Pincus and new investor Malabar Investments at a minimum valuation cap of around $1.2 billion. “ICICI Securities is the lead banker for the issue and they are looking to file for next financial year,” one of the persons said. “In total they have finalised four bankers.”

Talent-hungry GCCs fish for professionals at tech pools of IT firms
Global capability centres (GCCs) of foreign companies expanding their base in India are increasingly tapping India’s IT services companies for talent, with such hirings climbing up to 10 percentage points in two years. The new headcount hired from IT services by the GCCs stood at 35-41% in fiscal year ending March 2024 (FY24) as compared with 24-30% in FY22, data sourced from mass recruitment firm Teamlease shows. In FY23, the number stood at 30-35%. Experts believe there is a consistent shift in tech talent hiring across engineering, research & development (ER&D), business process management (BPM), and IT services. And as GCCs rapidly scale, they will need to imbibe some of the better talent practices of IT services companies, which have historically been hirers of the best engineering talent in the country.
