On expat experts' visas, cos want a PLI encore for core

Realty project completion gets faster now, thanks to tech & stricter rules
construction technology and the implementation of the Real Estate Regulatory Authority (RERA), ensuring home buyers receive their homes on time, according to a report by a real estate consulting firm. In the top seven cities, the average completion time for smaller projects of fewer than 500 units is now four years, while larger projects with more than 500 units take about 4.9 years to complete, as per data from Anarock. The market share of large and listed developers has also increased significantly, contributing to the timely delivery of projects, the report noted.

Uber, others seek clarity on GST after conflicting rulings
Uber have approached the finance ministry, Goods and Services Tax Council and the Authority for Advance Rulings (AAR) seeking clarity on whether their business was liable to tax or not. The move follows a decision from the Karnataka AAR that held that Bengaluru-based direct-to-driver app Namma Yatri was not liable to pay GST. The AAR, in the case of Juspay Technologies that runs the Namma Yatri mobility platform, relied upon the dictionary meaning of the word «through» and held that the mere act of linking service providers with customers through a digital platform did not constitute a supply of service and thus not liable to tax. Section 9(5) of the Central Goods and Services Tax Act, 2017 specifies that liability of GST on certain services has to be discharged by an electronic commerce operator if the services are supplied 'through" its platform. The Karnataka AAR held that as Namma Yatri was merely connecting the auto driver and passenger and its role ended on such connection, the supply was happening independent of its online application and, accordingly, Section 9(5) did not apply on it.

NCLT dismisses resolution for Rajesh Lifespaces' hotels business, orders rerun
NCLT) has dismissed the resolution plan submitted for realty developer Rajesh Lifespaces' hotel business, Rajesh Business & Leisure Hotels, citing non-conformity with statutory requirements and procedural irregularities. The corporate insolvency resolution process (CIRP) of Rajesh Business & Leisure Hotels, managed by the resolution professional (RP), had witnessed competing proposals from consortiums led by Sankalp Consortium and Rare ARC-Shree Naman Developers. Initially, the resolution plan offered by Rare ARC and Shree Naman Developers was chosen by the committee of creditors (CoC) but has now been dismissed due to procedural lapses and non-compliance with statutory norms.

Cauvery issue: Will release 8,000 cusecs water to Tamil Nadu, says Karnataka CM Siddaramaiah
Siddaramaiah on Sunday said the Karnataka government was ready to release 8,000 cusecs of water from the Cauvery river every day to neighbouring Tamil Nadu instead of one TMC as directed by the Cauvery Water Regulation Committee till this month-end. There is only 63 per cent water in the Cauvery basin dams and in this situation, the state was not in a position to release one TMC water each day, the Chief Minister told reporters after an all-party meeting here. Deputy Chief Minister D K Shivakumar, Leader of the Opposition R Ashoka, JD(S) MLA G T Deve Gowda, farmer leaders and legal experts attended the meeting. «Everyone was of the opinion that we should release 8,000 cusecs of water and not one TMC, which is 11,500 cusecs of water. If there is no rain then we will minimise the release of water and file an appeal before the Cauvery Water Management Authority,» Siddaramaiah said.

India needs a stronger and prominent presence in Central Asia in the backdrop of Prime Minister Narendra Modi's successful foreign policy outreach and there are several promising areas of cooperation including in the fields of green energy and digital technologies, according to Kazakhstan Institute for Strategic Studies chief expert Aliya Mussabekova. “Foreign policy of PM Modi over the last ten years was very successful; here in Kazakhstan we feel its cooperative and supportive interest in our country as well as in the region. But in my point of view, there is a need for a stronger and more prominent Indian presence in Central Asia,” Mussabekova, a leading strategic affairs expert in Kazakhstan, told ET. “I work at an analytical centre, and I can say that even at the level of relations between think tanks, we do not have an established ongoing dialogue. For instance, representatives from Kazakhstan do not participate in the main Indian forum, the Raisina Dialogue,” Mussabekova noted.

Process to pick GSTAT judicial and tech members to start after Budget
revenue secretary Sanjay Malhotra will initiate the process of selection and appointment of judicial and technical members for the Goods and Services Tax Appellate Tribunal (GSTAT) after the presentation of the budget, officials said. The central government is aiming to make the tribunal functional by the end of November and has already initiated the process of shifting anti-profiteering cases to the GSTAT principal bench from the Competition Commission of India (CCI). «We are putting all efforts to make the principal bench operational by the end of November and the process of selection and appointment will start immediately after the budget,» a senior government official told ET. Separately, a technical team is working on a dedicated online portal for electronic filing of appeals, officials said, adding that the portal will be ready by September.
