Highway capex cut as construction lags
NEW DELHI : Monsoon rains that arrived late but then lingered for an extended period, coupled with land acquisition delays, have slowed down road-building in the country. Signs of slowdown in road construction became pronounced with the government scaling down capital expenditure for the sector in calendar year 2023. It built just about 23% of highways in the first five months of FY24 against a record target of 13,800 km.

market capitalization—is an excellent example of it. Data published recently by the Association of Mutual Funds in India—the mutual fund lobby—tells us that the number of folios of small cap equity mutual funds (MFs) as of August had shot up to 13.85 million, a jump of a little over 27% from March. To put it another way, more than a fifth of the investment folios of small cap MFs that are currently in existence were created during this financial year.

"Not looking to provoke India, want answers": Canada PM Trudeau urges India to take Nijjar's killing seriously
Justin Trudeau on Tuesday said that Canada is not looking to provoke India as he urged the Indian government to take killing of separatist Sikh leader Hardeep Singh Nijjar seriously. The Canadian government on September 19 expelled a top Indian diplomat and accused India of having links to the killing of Khalistani separatist Nijjar. However, India refused such claims and called the move «absurd and motivated.» India also expelled a senior Canadian diplomat in a tit-for-tat action after Ottawa's expulsion of an Indian official over the case, marking fresh tensions to the already frayed bilateral ties. Canadian High Commissioner to India Cameron MacKay was summoned and he was informed about the decision to expel the senior diplomat with the Ministry of External Affairs (MEA) saying the move reflects New Delhi's growing concern at the «interference of Canadian diplomats in our internal matters and their involvement in anti-India activities». In a strongly-worded statement, the MEA also trashed comments by Trudeau and Foreign Minister Melanie Joly, asserting that «such unsubstantiated allegations seek to shift the focus from Khalistani terrorists and extremists, who have been provided shelter in Canada and continue to threaten India's sovereignty and territorial integrity». Though New Delhi did not divulge the name of the Canadian diplomat who has been asked to leave India within five days, people familiar with the matter said it is Canadian intelligence agency's station chief in New Delhi Olivier Sylvestere. The Indian action to expel the Canadian diplomat came hours after Joly announced that a «top Indian diplomat» has been expelled from Canada.

Take advantage of surety bonds, Irdai Chairman to stakeholders in infra space
Irdai Chairman Debasish Panda on Tuesday urged stakeholders in the infrastructure sector to take advantage offered by surety bonds, which complement bank guarantees needed for large scale funding. Surety bond is a type of insurance policy protecting parties involved in a transaction or contract from potential financial losses due to a breach of contract or other types of non-performance. He was speaking at a roundtable organised by Confederation of Indian Industry (CII) and The Infravision Foundation (TIF) on the financing of infrastructure projects in the country as part of the massive push to the sector by the government by allocating Rs 10 lakh crore towards it in the Union Budget 2022-23. The chairman of Insurance Regulatory and Development Authority of India (Irdai) pointed out that India is expected to spend approx Rs 100 lakh crore on infrastructure through the National Infrastructure Pipeline in the next five years. This requires bank guarantees of approximately Rs 90 lakh crore in the next five years, which banks currently do not have capacity for, a CII press release quoted Panda as saying.

China’s Ex-Foreign Minister Ousted After Alleged Affair, Senior Officials Told
NEW YORK—Senior Chinese officials were told that an internal Communist Party investigation found ex-Foreign Minister Qin Gang to have engaged in an extramarital affair that lasted throughout his tenure as Beijing’s top envoy to Washington, according to people familiar with the matter. Qin, once considered a trusted aide to leader Xi Jinping, was stripped of his foreign minister title in July—without explanation—after he disappeared from public view a month earlier. At one point leading up to his ouster, the Foreign Ministry said the absence of 57-year-old Qin was due to health reasons.
