Here's why EC asked AAP to change it poll campaign song
Election Commission of India (ECI) has instructed the Aam Aadmi Party (AAP) to revise its election campaign song to comply with Advertising Codes. This directive comes in response to the ECI's objection to the phrase «jail ke jawaab me hum vote denge» and a visual depicting a mob holding a photo of Arvind Kejriwal behind bars, which the ECI believes casts aspersions on the Judiciary. In a statement, the ECI clarified its stance, saying, «The phrase 'jail ke jawaab me hum vote denge' showing an aggressive mob holding the photo of Arvind Kejriwal showing him behind bars, casts aspersions on the Judiciary.» The ECI further noted that the repeated use of this phrase in the advertisement violates the provisions of ECI Guidelines and Rule 6(1)(g) of Programme and Advertising Codes prescribed under the Cable Television Network Rules, 1994. However, the AAP has defended its campaign song, arguing that it does not target the Bharatiya Janata Party (BJP) and does not contravene the Model Code of Conduct. Atishi, a senior AAP leader, highlighted during a press conference that the song includes factual videos and incidents.

Lending service providers may have to provide digital view of all offers: RBI
RBI) Friday proposed asking lending service providers (LSP) to share information in digital form about all the loan offers available to the borrower from all the willing lenders with whom they have lending arrangements. The banking regulator proposes this in a draft guideline on 'digital lending — transparency in aggregation of loan products from multiple lenders.' The RBI draft stated, «The LSP shall provide a digital view of all the loan offers available to the borrower, as per his/her requirements, from all the willing lenders with whom the LSP has arrangements with.»

RBI lays out roadmap for small lenders to achieve universal bank status
criteria that small lenders need to achieve, including performance metrics and market listing, to become a universal bank and provide comprehensive services to both retail and corporate clients. The criteria include a five-year track record of satisfactory performance, a net worth of 10 billion rupees, meeting capital requirements, recent profitability and limited non-performing assets, the Reserve Bank of India (RBI) said. Existing promoters can continue without new additions and approved shareholding plans will remain unchanged, while diversified loan portfolios are favoured, the central bank said.

RBI proposes new norms for LSPs to promote transparency
RBI) on Friday proposed that lending service providers (LSPs), acting as agents of banks, should give information on all the loan offers available with them to borrowers so that they can make an informed decision. Many of the LSPs offer aggregation services for loan products. LSP is an agent of a regulated entity (RE) who carries out one or more of lender's functions or part thereof in customer acquisition, underwriting support, pricing support, servicing, monitoring, recovery of specific loan or loan portfolio on behalf of REs in conformity with extant outsourcing guidelines. In December last year, the RBI announced to issue draft framework saying connected lending or lending to persons who are in a position to control or influence the decision of a lender can be of concern, if the lender does not maintain an arm's length relationship with such borrowers.

Bombay HC rules banks can't issue Look Out Circulars against defaulters
Bombay High Court has said that issuance of a Look Out Circular (LOC) at the instance of public sector banks against alleged default borrowers in the absence of a statute or law is violative of a person's fundamental rights. The court made the observation on April 23 while quashing the Centre's decision empowering such banks to seek issuance of LOCs. A division bench of Justices Gautam Patel and Madhav Jamdar had on April 23 held as unconstitutional the clause of an Office Memorandum issued by the Central government empowering the Chairman, Managing Directors and Chief Executive Officers of public sector banks to seek issuance of LOCs against default borrowers or even persons who stood guarantee for such borrowers. In its 289-page judgment made available on Friday, the bench said an executive function cannot substitute a statute and the executive cannot in any event contravene the Constitution.

Half of Karnataka goes to polls on Friday; 2.88 crore voters to choose 14 MPs
Out of the total voters, around 1.44 crore are men, 1.43 crore are women, and 3,067 voters belong to the third gender. The election commission has set up 30,602 polling booths in these constituencies. A total of 1.40 lakh polling officers, 5,000 micro observers and 50,000 civil police, apart from 65 companies of CRPF and Reserved Armed Forces from other States have been deployed in these stations for the polls. With Karnataka seeing soaring temperatures in most parts of the state, people will be allowed to vote till 6 pm, and the booths will remain open till the last person votes. “The EC has issued guidelines on addressing the potential challenges posed by the heatwave and to ensure the safety and well-being of electors, especially senior citizens and persons with disabilities (PwD), as well as election personnel in the polling stations. Polling stations are equipped with adequate shade structures, such as tents, canopies of umbrellas, with provision for chairs, to protect voters from direct sunlight,” said Chief Electoral Officer for Karnataka Manoj Kumar Meena.

central bank plans to soon change guidelines to permit banks to temporarily freeze accounts suspected of being used to commit cyber crimes, as it battles a rising wave of online crime, three sources told Reuters. The plans come as internal government data shows individuals have lost funds of nearly $1.26 billion in financial institutions to cyber fraud since 2021, with one of the sources saying about 4,000 fraudulent accounts are opened every day.
