Securities and Exchange Board of India (Sebi) Tuesday proposed to amend the regulatory framework for a category of Alternative Investment Funds (AIF), called the Special Situation Funds (SSFs), to facilitate the acquisition of stressed loans and support the resolution of stressed assets in the Indian financial system. In a consultation paper, the market regulator suggested a definition of 'special situation assets', eligibility of investors in SSFs in terms of Insolvency law, restrictions concerning investment in connected entities, minimum holding period, subsequent transfer of loans, monitoring and supervision of such SSFs. To enable SSFs to acquire stressed loans, these funds need to be part of an RBI annexure pertaining to the transfer of loan exposure.

Supreme Court has directed the Manipur government to ensure «dignified and decent» burial of the unidentified and unclaimed bodies of those killed during the ethnic violence in Manipur. Passing the order, a bench headed by Chief Justice of India DY Chandrachud on Tuesday said that it would «not be appropriate» to keep the bodies indefinitely in the mortuaries. The bench ordered that the list of identified bodies should be duly intimated to the next of kin and the last rites should be performed with dignity and observance of religious rites of the community. The court further ordered that DNA samples should be drawn before the burial takes place since the criminal investigation is underway. During the resumed hearing of pleas pertaining to Manipur violence, the bench noted that a committee of three retired judges appointed by the top court in a report found that 169 of the 175 bodies have been identified. Of the 169 identified dead bodies, 81 have been claimed by next of kin but 88 are unclaimed and six are unidentified.

The comments have come amid a slew of share sales hitting the capital market recently. Last week, five companies, including Tata Technologies, came out with their IPOs that garnered a record Rs 2.6 lakh crore in application amount. To a query about high premiums for some shares in IPOs, Buch said, «Of course, we are fully with you on this as the rationale given for high premia are nothing but some meaningless English words». «We are certainly going to look into it and address the issue,» she said. When asked about concerns in some quarters that some IPOs are priced exorbitantly, the Sebi chief said, «If disclosures on valuation are meaningless then we will certainly look into it.» It can be noted that to boost investors' interest in little-known companies' IPOs, the issuers and their investment bankers quote low face value but the issue is priced high citing a very high premium. On whether Sebi is planning to advise issuers and other market makers to space their issues in a more timely manner and with enough gaps between two issues, Buch said that is not the job of the regulator.
