micro irrigation schemes between 2013-14 and 2017-18, according to latest official census data released on Saturday. The sixth census of minor irrigation (MI) schemes showed that the number of both groundwater and surface water schemes have increased at the national level. Out of 23.14 million MI schemes examined, 21.93 million (94.8 per cent) constitute groundwater schemes, while 1.21 million (5.2 per cent) are classified as Surface Water Schemes. This underscores the substantial reliance on groundwater resources for irrigation needs. There has been a delay in release of the 6th census due to COVID-19 and work on the 7th census has already been started, a senior official said. The census data revealed that Uttar Pradesh claims the largest share of MI schemes, closely trailed by Maharashtra, Madhya Pradesh, and Tamil Nadu. Defined as structures within either groundwater or surface water categories with a Culturable Command Area (CCA) up to 2,000 hectares, these minor irrigation schemes have surged by about 1.42 million, according to the latest census. The sixth census records a total of 23.1 million schemes compared to 21.7 million in the fifth census, signifying a 6.9 per cent increase in groundwater schemes and 1.2 per cent in surface water schemes at the national level. The census differentiates between groundwater and surface water categories, including dug wells, shallow, medium, and deep tube wells.

Baghel on Saturday wrote a letter to Prime Minister Narendra Modi seeking investigation into the toilet construction in the state during the previous BJP government. Despite Chhattisgarh being declared as an Open Defecation-Free (ODF) state in 2018, around 15 lakh families are yet to have access to advanced toilet facilities, he claimed. Baghel also demanded an incentive of Rs 30,000 for toilet construction for these families instead of Rs 12,000. In the letter, the CM highlighted the findings of the National Family Health Survey-6 (2019-21) conducted by the Union Ministry of Health and Family Welfare, which showed that 88.2 percent of urban families and 73.5 percent of rural families in Chhattisgarh have access to advanced toilet facilities. Overall, 76.8 percent of families in the state are using advanced toilet facilities, he pointed out. These statistics were corroborated through inspection during the recent social and economic survey conducted by the state government, Baghel said. During the previous (BJP) government, 32 lakh toilets were constructed at a total cost exceeding Rs 4,000 crore and the state was declared as ODF in January 2018, he said. But around 15 lakh families still lack access to advanced toilet facilities which is a matter of concern and should be investigated, he said in the letter. There should be an independent investigation into the issue, Baghel said. He also requested approval for the construction of toilets in the Left-Wing Extremism-affected and inaccessible areas through the gram panchayats.

Supreme Court has agreed to hear a plea by an NGO against any reduction in the age of consent, saying it jeopardises the interest of a large number of child victims of sexual abuse, especially girls. A bench of Chief Justice DY Chandrachud and Justices JB Pardiwala and Manoj Mishra issued notice to the Centre and tagged the plea of 'Bachpan Bachao Andolan' with a pending petition filed by the National Commission for Protection of Child Rights (NCPCR). The NCPCR had challenged last year's order of the Punjab and Haryana High Court which said that a minor Muslim girl can marry a person of her choice. The apex court on Friday sought the Centre's response on the issue. The plea of NGO, besides seeking a slew of directions and guidelines, has also sought a directive to the courts to refrain from making observations regarding the minor victim's casual relationship and promiscuous attitude while dealing with the criminal proceedings under the POCSO Act.
