"Banks spent millions implementing the bonus cap. They're not about to reverse it"
In these dark days for investment bank recruitment, when not much is occurring and the bedding down of Credit Suisse stragglers is the main event, there might be a glimmer of hope for London recruiters in 2024. — The bonus cap and its elimination. Many banks in London are now free to pay bigger bonuses and lower salaries for the first time in eight years. Does this mean they'll hire new senior people next year, simply in order to re-rate compensation away from high fixed costs and towards flexible bonuses instead?

IS attacks kill 30 pro-government forces in Syria: monitor
Islamic State group attacks killed at least 30 pro-government forces and soldiers in the Syrian desert, a war monitor said Wednesday, in one of the deadliest such assaults this year. The Britain-based Syrian Observatory for Human Rights said there had been «30 dead, four of them soldiers and 26 from the National Defence Forces, in simultaneous attacks carried out by the Islamic State group on Wednesday morning on checkpoints and military positions» in the Syrian desert. The attacks took place in locations between Raqa, Homs and Deir Ezzor, added the Observatory, which has a vast network of sources on the ground. Observatory chief Rami Abdel Rahman warned the toll could rise, citing an unspecified number of wounded, some in serious condition. IS proclaimed a «caliphate» in June 2014 across swathes of Syria and Iraq and launched a reign of terror. It was defeated territorially in Syria in 2019 but its remnants continue to carry out deadly hit-and-run attacks and ambushes, particularly from desert hideouts. Syria's war broke out after President Bashar al-Assad's government crushed peaceful pro-democracy protests in 2011.

Buyers take ‘upper hand’ in some of Canada’s most expensive housing markets
Royal Bank of Canada report. The RBC analysis of the October resale market argues higher interest rates have the fall housing market “stuck in a low gear.”Inventories are still growing, but not at the pace seen for the past few months in Toronto, Vancouver and the Fraser Valley. Buyers are still finding they have more options to choose from, leading to a “rebalancing of market conditions.”Those buyers who are able to qualify for a mortgage amid higher interest rates have been able to extract lower prices in some Ontario, Quebec and British Columbian markets, according to the report from RBC’s Robert Hogue and Rachel Battaglia.Toronto, Montreal, Vancouver and the Fraser Valley all saw price declines month-to-month in October.Toronto’s October was the quietest in nearly 25 years, the report said, with buyers taking the “upper hand” in negotiations.
