How the US strikes a delicate balance in responding to attacks on its forces by Iran-backed militias
militants in Iraq and Syria have long battled with U.S. and coalition forces, launching sporadic attacks against bases in the region where troops are deployed to fight Islamic State group insurgents. But since Oct. 17, as civilian deaths in Israel's war against Hamas began to skyrocket, there has been a dramatic spike in attacks by Iran's proxies, operating under the umbrella name of the Islamic Resistance in Iraq. While most of the more than five dozen attacks have been largely ineffective, at least 60 U.S. personnel have reported minor injuries. Most often those have been traumatic brain injuries from the explosions, and all troops have returned to duty, according to the Pentagon. In response to the attacks, the U.S. has walked a delicate line. The U.S. military has struck back just three times as the Biden administration balances efforts to deter the militants without triggering a broader Middle East conflict. Islamic State group attacks killed at least 30 pro-government forces and soldiers in the Syrian desert, a war monitor said Wednesday, in one of the deadliest such assaults this year. The Britain-based Syrian Observatory for Human Rights said there had been «30 dead, four of them soldiers and 26 from the National Defence Forces, in simultaneous attacks carried out by the Islamic State group on Wednesday morning on checkpoints and military positions» in the Syrian desert. The attacks took place in locations between Raqa, Homs and Deir Ezzor, added the Observatory, which has a vast network of sources on the ground. Observatory chief Rami Abdel Rahman warned the toll could rise, citing an unspecified number of wounded, some in serious condition. IS proclaimed a «caliphate» in June 2014 across swathes of Syria and Iraq and launched a reign of terror. It was defeated territorially in Syria in 2019 but its remnants continue to carry out deadly hit-and-run attacks and ambushes, particularly from desert hideouts. Syria's war broke out after President Bashar al-Assad's government crushed peaceful pro-democracy protests in 2011.

Macron proposes anti-Islamic State coalition fights Hamas
Emmanuel Macron proposed on Tuesday that an international coalition fighting against Islamic State in Iraq and Syria be widened to include the fight against the Palestinian militant group Hamas in Gaza. Macron gave no detail on how the U.S.-led coalition of dozens of countries, of which Israel is not a member, could be involved. Speaking alongside Israeli Prime Minister Benjamin Netanyahu in Jerusalem, Macron stressed that France and Israel shared terrorism as their «common enemy». «France is ready for the international coalition against Daesh in which we are taking part for operations in Iraq and Syria to also fight against Hamas,» he told reporters, referring to Islamic State. Macron, who warned against the risks of a regional conflict, also said the fight against Hamas «must be without mercy but not without rules». Israeli Prime Minister Benjamin Netanyahu did not directly comment on Macron's proposal but said the fight was a battle between the «axis of evil» and «the free world». «This battle is not merely our own… it's everybody's battle,» he said. Suspected gunman 'neutralised' after Brussels attack
Brussels police arrested a suspected gunman accused of shooting dead two Swedish football fans in what Belgium's prime minister condemned as an act of «terrorist madness». Officials said police opened fire and the suspect was «neutralised» during the arrest, which followed an intensive overnight manhunt in the Belgian capital for an assailant armed with an automatic rifle. There were conflicting accounts of the suspect's condition after his arrest which took place in the Schaerbeek district of central Brussels. Prime Minister Alexander de Croo earlier said the detained man was of Tunisian origin and had been living in the country illegally.
