Winnipeg.But he did not serve in Canada’s armed forces.Instead, he was a member of China’s People’s Liberation Army, according to records obtained by Global News.Before arriving in Canada in 2021, Xu worked at the military academy of the Chinese cyber warfare department that hacks Canadians and steals their secrets.Chinese state-sponsored cyber attacks have targeted Canadian companies, activists and government agencies.But three years ago, Xu obtained permanent residence in Canada and moved into a newly built suburban home in the Manitoba capital.Questioned by immigration officers when he landed at Vancouver airport, the 43-year-old said he and his wife left China because “the air quality was getting bad.”“Through the internet, we found out that the air quality is better in Canada.”He denied involvement in, or knowledge of, China’s cyber warfare and espionage programs, and insisted he was only a PLA instructor.But the army school in Henan where he taught is the training centre for the PLA hacking units that target Canada and the United States.It is also on the Canadian government’s list of “research organizations and institutions that pose the highest risk to Canada’s national security.”In addition, it has been rated a “very high risk due to its record of training signals intelligence and political warfare officers and carrying out offensive cyber operations.”Xu’s wife worked at the same PLA facility, as a language instructor, he told immigration officials.

China's smog-covered north on highest pollution alert as visibility drops
China, warning the public that visibility could drop to less than 50 metres (164 feet). Northern province Hebei launched an anti-pollution emergency response, listing traffic safety controls for when necessary including suspending flight takeoffs and landings, temporarily closing highways and suspending ferries, China's meteorological bureau said in a notice. Authorities also warned road users to stop in safe parking areas when conditions required and asked people to stay indoors. Beijing said it would implement traffic control measures if the capital activates its highest air pollution warning. Heavy smog has engulfed the country's north for a few days while autumn temperatures soared to typical early summer levels close to 30 degrees Celsius (86 degrees Fahrenheit) in some areas. Experts said weak cold air currents from the north pole were a key factor behind the unusual weather. As air pollution levels in the wider Beijing-Tianjin-Hebei area and northern part of Henan province reached moderate to severe, pollution control experts said increased industrial activities, heavy trucking and crop fires had contributed to the haze, state media CCTV reported. Regional power consumption in late October was up 5% compared with first half of the month, more significantly in the cement, brick and tile industries, worsening conditions, CCTV said. Parts of Tianjin municipality and Hebei and Shandong provinces, as well as eastern areas of Jiangsu province saw heavy fog resulting in visibility of less than 1 km (0.62 mile) on Tuesday morning, the National Meteorological Center (NMC) said. Foxconn, a major supplier of Apple's iPhones, dropped as much as 3% on Monday after a report that the company is the subject of tax audits and land use probes in China. China's state-backed the Global Times said some of Foxconn's key subsidiaries in China were the subject of tax audits and that China's natural resources department had also conducted on-site investigations on the land use of Foxconn enterprises in Henan and Hubei provinces and elsewhere. Foxconn said in a statement on Sunday that legal compliance was a «fundamental principle» of its operations everywhere, and that it would «actively cooperate with the relevant units on the related work and operations». It declined further comment on Monday. Foxconn makes most iPhones at the Zhengzhou plant in Henan province where it employs about 200,000 people, though it has other smaller production sites in India and southern China. The Global Times did not give details of the tax or land use probes, which have not been officially announced by any Chinese government department. The report comes less than three months before Taiwan votes in presidential and parliamentary elections.
