U.S. sees 'limited' opportunity for talks with China on nuclear arms
United States is pushing China to break a longstanding resistance to nuclear arms talks, seeing a «limited opportunity» for early two-way conversations on the superpowers' approach to the issue, a senior Biden administration official said. The renewed U.S. push for nuclear talks comes as U.S. National Security Adviser Jake Sullivan met top Chinese officials in Beijing to try and resolve gaping differences on a broad range of issues. «We saw some limited opportunity to open, at least the beginnings of conversation on the subject in the last months, but it's been fits and starts, and I think it will continue to be fits and starts,» said the official, who sought anonymity because the matter is a sensitive one.

Indian Navy is set to commission its second nuclear submarine, with the 112-metre-long INS Arihant to be launched out of Visakhapatnam on Thursday by Defence Minister Rajnath Singh. Top military officials are set to be present at the inaugration of the submarine, with the nuclear-powered machine set to join INS Arihant as part of the country's 'nuclear triad,' strengthening India's ability to fire nukes from the air, land and the sea. Armed with K-15 missiles — that are nuclear-tipped and have a range of 750 kilometres — the 6,000-tonne submarine became 'fully ready' earlier in August, following extensive trials and upgrades.

Will Russia bring Telegram under Putin's control after Pavel Durov's arrest? Here's what it could do next
Telegram, was detained in Paris. The analysts believe that the Kremlin may take advantage of the global uproar to target one of the few platforms that has escaped censorship. According to George Barros of the Washington-based Institute for the Study of War think tank, the 39-year-old Durov left the nation in 2014 after he allegedly refused to turn over the encryption keys, and the Kremlin has been attempting to obtain Telegram for years to expand its power to censor and control the content on the app.

Creator of the world's most controversial app and father of 100 kids; all about Pavel Durov the Russian Mark Zuckerberg
Pavel Durov's Telegram application. Before the app adopted a more assertive stance against content associated with terrorism, especially after the fatal terror attack on London Bridge in 2019, Islamic State groups were using it as their preferred platform. Experts caution that propaganda still thrives there. Some hail the billionaire co-founder of Telegram, the ultra-secure messaging app with over 900 million users, as an anti-authoritarian hero and free speech advocate who bravely faced down Vladimir Putin. Others view him as a dishonest and careless tech magnate who has built a system that allows illegal activity to go unpunished. It appears that French authorities belong to the latter group. Durov was detained on Saturday upon his arrival at Le Bourget airport, which is close to Paris, following his private jet journey from Baku, Azerbaijan.
