Pope Francis calls out inadequate efforts to address climate change
Pope Francis on Wednesday called out the less-than-adequate efforts to address climate change. In his apostolic exhortation, Laudate Deum, the Pope addressed the need to step up the transition to renewable energy, took on climate denialists, called for a new approach to multilateralism, reminded rich countries of their responsibilities, and offered COP28 host, the UAE words of advice. «With the passage of time, I have realised that our responses have not been adequate while the world in which we live is collapsing and may be nearing the breaking point,» the Pope said. A substantial section of his exhortation — which has come eight years after the Laudato Si delivered ahead of the Paris climate summit — was dedicated to this year's UN climate talks, COP28, to be held in Dubai late this year. Pope Francis said the «abandonment of fossil fuels is not progressing at the necessary speed». In this context, he critiqued efforts of fossil fuel companies to greenwash their continued exploration, saying «whatever is being done risks being seen only as a ploy to distract attention». He cautioned that «gas and oil companies are planning new projects...with the aim of further increasing their production». However, the Pope is not writing off the «capacity of human beings to transcend their petty interests and to think in bigger terms» and said COP28 will allow for a decisive acceleration of energy transition. «To say that there is nothing to hope for would be suicidal, for it would mean exposing all humanity, especially the poorest, to the worst impacts of climate change,» he said. Reminding the UAE of its great responsibility, the Pope said COP 28 can represent «a change in direction».

Shake the world cup, stir up business
ICC Men's Cricket World Cup that starts today is drawing a strong response from brands hoping to prop up consumption during the festival season. This works both ways for consumer goods companies as well as the cricket event that is far behind but gaining on IPL in advertising budgets. A spread-out calendar of cricketing events played in the subcontinent increases corporate leverage of the game and, in turn, strengthens less popular cricketing franchises like the women's tournament that have captured the collective imagination.

ED not expected to be vindictive in its conduct, must furnish grounds of arrest to accused: SC
Enforcement Directorate is not expected to be «vindictive» in its conduct and must act with utmost probity and fairness, the Supreme Court has held, and directed the anti-money laundering agency to henceforth furnish the grounds of arrest to the accused in writing «without exception». In a significant verdict having far-reaching ramifications, the apex court said being a premier investigating agency charged with the onerous responsibility of curbing the debilitating economic offence of money laundering in the country, every action of the ED in the course of such exercise is expected to be «transparent, above board and conforming to pristine standards of fair play in action». «The ED mantled with far-reaching powers under the stringent Act of 2002, is not expected to be vindictive in its conduct and must be seen to be acting with utmost probity and with the highest degree of dispassion and fairness,» a bench of Justices AS Bopanna and Sanjay Kumar said.

Climate change led to $850 billion global infrastructure loss, says CDRI report
Coalition for Disaster Resilient Infrastructure (CDRI) says climate change has led to an annual average global loss in infrastructure sector to the tune of $850 billion, implying that 14% GDP (2021-22) growth is at risk. A first of its kind report released by the CDRI puts in perspective problems faced by the Global South and its poor infrastructure governance. The report has estimated that about 67% of the global value of infrastructure assets is concentrated in high-income countries. The upper and lower middle-income countries account for 25% and 7%, respectively while they carry the highest relative risk with an average annual loss estimated at 0.4%, compared to 0.1% in high income countries. The report has come out with the first-ever publicly available fully probabilistic risk model — Global Infrastructure Risk Model and Resilience Index (GIRI) — quantifying the average annual losses due to disasters. The report has analysed nine infrastructure sectors and says to achieve the sustainable development goals (SDGs) nations need to invest $9.2 trillion annually in resilient infrastructure till 2050, of which $2.9 trillion is required in developing countries alone, including India. Amit Prothi, director general of CDRI, said “the report puts CDRI on the global map with 20 global partners bringing together a unique body of evidence to unpackage the 'resilience dividend' making a compelling economic, political, and financial case to radically upscale investment in infrastructure.” This is the first Global South driven report that will influence national policies and infrastructure governance, said Kamal Kishore, member of the National Disaster Management Authority and co-chair of the executive committee of CDRI.
