Skilling of care workers on cards; govt to train healthcare staff under Heal by India initiative
Heal by India initiative. The plan is to create a pool of nurses and care workers and help India to become the Care Capital of the world, a senior government official told ET. «While the master project is 'Heal in India', 'Heal by India' is the initiative of the ministry of health and family welfare, the ministry of skills development will provide skills training and other necessary requirements for movement of Indian healthcare workers to different parts of the world,» the official said. The National Skills Development Council of India has entered into an agreement with the Indian Nursing Council as well as the health sector skills councils for deploying skilled healthcare professionals and care workers outside India. Besides, the ministry is in talks with its counterparts in Israel, Portugal, Finland and Germany to assess demand for caregivers and will soon come up with customised training modules to meet country-specific requirements. The plan is to tap into the human resource pool of Indian Nursing Council, state governments and private healthcare institutions and provide them with training of international standards to facilitate overseas placement. The ministry is in the process of aggregating demand from destination countries after which it will provide domain related skills training, foreign language proficiency training and other capacity building activities to make them employable overseas.

Foodgrain stocks with FCI at 6-year low in August
wheat stocks held with the Food Corporation of India (FCI) is at its lowest in the month of August since 2017. However, the government has set a target of procuring 521 lakh metric tonnes of rice for the kharif marketing season 2023-24 against last year's 495 lakh metric tonnes. While the low stocks are worrying from inflation point of view, experts said it is not a concern from the food security angle. The total foodgrain stocks with the FCI on August 22 are 523.35 lakh metric tonnes, out of which 242.96 lakh metric tonnes are rice and 280.39 lakh metric tonnes is wheat. «While this is not worrying from a food security point of view since the stocks are still higher than the required norms, there is an overall hit to production this year which will keep the pressure on prices though government intervention by increasing domestic supplies can soften the price impact to some extent» said Dipti Deshpande, principal economist, Crisil, adding that India has historically stored more than required norms and so the current levels are not worrying. With acreage under rice increasing this kharif season, the country will be fine on the rice side, said Rahul Bajoria, MD & Head of EM Asia (ex-China) Economics, Barclays adding, «wheat could be a little bit of a worry.» Sowing of wheat happens in the rabi season which commences in October. The Centre's procurement of wheat under its minimum support price (MSP) program, which is crucial for keeping its wholesale rates under control, stood at around 26.14 million tonnes much below the target of 34 million tonnes. This has led the prices to stay firm, even during the harvest season, when they should be on the lower side.

Parboiled rice may attract export levy
NEW DELHI : India may extend duty restrictions to exports of non-basmati parboiled rice and impose a minimum export price (MEP) for the basmati variety depending on the situation, following the ban on white rice exports in response to escalating prices of the staple. The government is exploring to impose a 20% duty on non-basmati parboiled rice exports, while an MEP of around $1,250 per tonne could be levied on basmati rice, two officials aware of the plan said on condition of anonymity. However, the decision will depend on several factors, including domestic rice prices, they added.

Revoke 'generics only' prescription regulation, IMA writes to minister
IMA) has urged the government to withdraw the regulation that mandates doctors to prescribe generic medicines, saying it should not be enforced till there is assurance that the medicines meet quality standards. In a letter to the health minister on Tuesday, the association also asked the government to allow professional associations to use pharma funding for continuing medical education (CME) sessions (CMEs) and educational/research activities in a transparent and bonafide manner, and to make digitalisation desirable yet optional. A day earlier, health minister Mansukh Mandaviya had called a meeting to discuss issues related to the newly notified regulations by the National Medical Council (NMC). The NMC's regulations, issued earlier this month, stated that all doctors must prescribe generic drugs, failing which they face a penalty, including suspension of their practice licence. The IMA's letter said it is a «matter of great concern» since prescribing only generic drugs directly impacts patient care and safety.
