On August 31, the Punjab government told the Punjab and Haryana High Court that it was withdrawing an August 10 notification dissolving all gram panchayats in the state. Hours later, the government suspended two IAS officers — Rural Development and Panchayats Principal Secretary Dhirendra Kumar Tiwari and Rural Development and Panchayats Director Gurpreet Singh Khaira — with immediate effect for taking a «technically flawed» decision on the dissolution of panchayats. Slamming the Punjab government over the issue, Badal said Mann was «acting like a coward and trying to hide by making the IAS officers scapegoats in the matter». «The fact is that the entire process of dissolution of panchayats, (which was) to be followed by election, was initiated, piloted and signed by Bhagwant Mann through the concerned minister Laljit Singh Bhullar. »The IAS officers had merely presented the concerned file for perusal and necessary orders by the chief minister.

Congress Party chief Sharad Pawar on Wednesday said that INDIA partners will nominate a few people from the group to discuss seat sharing in states to take on BJP. He also said that while parties within INDIA have different ideologies, a common minimum programme will be devised for the bloc. «Seat-sharing talks have not yet begun.

Haryana «avoided discussion» on issues raised by the opposition in the state assembly, including the Nuh violence, Congress leader Bhupinder Singh Hooda said on Wednesday. Communal clashes had erupted in Nuh and its adjoining areas after a Vishva Hindu Parishad (VHP) procession was attacked by a mob on July 31 leading to the death of six people, including two home guards and a cleric. «They (the government) avoided discussion when we raised law and order matters, including the Nuh incident.

Cow vigilante Bittu Bajrangi, arrested in connection with communal clashes in Nuh earlier this month, was granted bail by a court on Wednesday, police said. Bajrangi was produced in the Nuh court on August 17 from where he was sent to a 14-day judicial custody in Neemka jail of Faridabad district. After hearing Bajrangi's bail application on Wednesday, the court of judicial magistrate first class Sandeep Kumar granted him bail, Nuh police said.

Haryana Home Minister Anil Vij said on Tuesday that the initial investigation points towards Congress' role in the communal clashes that broke out in Nuh and its adjoining areas, resulting in the death of six persons. Addressing a press conference, Anil Vij said the initial probe into the Nuh violence shows “this has been done by Congress". The Haryana home minister also said that Congress MLA Mamman Khan has also been called for interrogation in the Nuh violence case.
