COP28: Should you expect anything earth-shaking?
New Delhi: COP27 (Conference of Parties) at Sharm el-Sheikh, the Egyptian city, was scheduled to wrap up last year on 18 November after two-weeks of talks. Hard-fought negotiations, however, went down to the wire at the global climate conference attended by about 100 heads of State and over 190 countries, and when it eventually closed almost two days later, had a breakthrough to show—a loss and damage (L&D) fund— financial assistance for countries vulnerable to climate change impacts. It is not unusual for COP negotiations—the annual conference convened under the United Nations Framework Convention on Climate Change (UNFCCC)—to go into extra time.

Companies pay more for debt fundraise as liquidity's tight
funds sloshing about within the financial system during the Covid pandemic, top-rated companies are now paying more to raise money through bond markets, with the pricing of issues by even the likes of Reliance Industries reflecting the divergence between sovereign and corporate debt. Over the past year-and-a-half, as the Reserve Bank of India has raised interest rates and progressively drained the banking system of excess liquidity, the spreads between government bond (Gsec) yields and AAA-rated corporate bond yields have shot up. The rate of interest that companies pay to investors to raise money through bonds is determined by yields on Gsecs. A higher spread implies a rise in borrowing costs for companies vis-a-vis what the government pays to raise funds. While the spreads for 5-year and 10-year AAA corporate bonds are still lower than the historical average of 43 basis points and 50 basis points, respectively, the gap has increased significantly from just 1 bps and 6 bps at the end of April 2022, data provided to ET by CRISIL Market Intelligence and Analytics showed.

Country faces fodder crisis, milk prices could rise

On Sunday, the all-India average retail milk price stood at ₹57.52 a litre against ₹54.9 during the corresponding period last year. Fodder makes 70% of the cost of livestock management, with the remaining 30% going on breeding and healthcare, this person said.

Sebi Chairperson Madhabi Puri Buch has said the regulator would certainly look into the matter if disclosures on the valuation are meaningless. The comments have come amid a slew of share sales hitting the capital market recently. Last week, five companies, including Tata Technologies, came out with their IPOs that garnered a record Rs 2.6 lakh crore in application amount. To a query about high premiums for some shares in IPOs, Buch said, «Of course, we are fully with you on this as the rationale given for high premia are nothing but some meaningless English words». «We are certainly going to look into it and address the issue,» she said. When asked about concerns in some quarters that some IPOs are priced exorbitantly, the Sebi chief said, «If disclosures on valuation are meaningless then we will certainly look into it.» It can be noted that to boost investors' interest in little-known companies' IPOs, the issuers and their investment bankers quote low face value but the issue is priced high citing a very high premium. On whether Sebi is planning to advise issuers and other market makers to space their issues in a more timely manner and with enough gaps between two issues, Buch said that is not the job of the regulator.

US yields dip after data, Fed comments
10-year Treasury yields declined on Tuesday, near two-month lows after data on the housing market and consumer, along with comments from Federal Reserve officials. The S&P CoreLogic Case-Shiller national home price index posted a 3.9% increase in September on an annual basis, below the 4.0% estimate but stronger than the 2.5% rise in August, suggesting the housing market may be picking up steam. A separate report from the Conference Board showed its consumer confidence index climbed to 101.0 in November, below the expected 102.0 but above the downwardly revised 99.1 in the prior month. Despite a climb last week, the 10-year yield is on track for its biggest monthly decline since August 2019, as investors largely believe the Federal Reserve is done with its interest rate hike cycle and attempts to price in when the central bank will instead cut rates. The sharp drop has pushed the 10-year yield near its lowest levels since late September. «The market does a good job of getting itself excited for rate cuts and then overly pessimistic on rate cuts and then overly pessimistic on more hikes and we kind of swing the pendulum from one extreme to the other,» said Thomas Urano, co-chief investment officer at Sage Advisory in Austin. «We're at the bottom end of this recent range trade and I think the market is has gotten a little bit ahead of itself in expecting the Fed to cut so aggressively absent a sudden downward change in the economic data.» Softening economic data, including a reading on inflation two weeks ago, has fueled expectations the Fed will hold rates at their current level, while pricing in a slightly greater than 50% chance of a rate cut of at least 25 basis points in May, according to CME's FedWatch Tool.

SC stays NGT order asking Maharashtra government to pay Rs 12K crore environmental compensation
Supreme Court on Tuesday stayed a National Green Tribunal’s order that asked the Maharashtra government to pay Rs 12000 crore as environmental compensation for improper waste management in the state. A bench led by Chief Justice D Y Chandrachud while seeking response from the tribunal stayed the last year’s September 8 order that imposed Rs 12000 crore fine on the Maharashtra government. Making a strong case for the stay, senior counsel Mukul Rohatgi, appearing for the state government, argued that “there are so many zeros that I cannot even count in the fine.” The state government submitted that it was one of the best performing states at National level under the Swachh Bharat Mission (SBM) and had consistently been among the top states in Swachh Survekshan.
