RBI plans to set up a regulatory framework for digital lending apps or loan web aggregators to make taking of loans more consumer centric and transparent. The RBI governor, as part of the announcement today after the monetary policy review, said that concerns regarding the functioning of loan web aggregators and loan products that harm customers have come to its notice. Therefore, it proposes to set up a regulatory framework to enhance customer centricity and safety for customers. As per the statement issued, «The Reserve Bank had accepted, vide its Press Release dated August 10, 2022, the recommendation of the Working Group on Digital Lending (Chairman: Shri Jayant Kumar Dash) to come up with a regulatory framework for web-aggregators of loan products (WALP). WALP entails aggregation of loan offers from multiple lenders on an electronic platform which enables the borrowers to compare and choose the best available option to avail loan from one of the available lenders. Based on the recommendation of the Working Group, it has been decided to bring such loan aggregation services offered by the Lending Service Providers (LSPs) under a comprehensive regulatory framework. The framework will focus on enhancing the transparency in the operations of WALPs, increase customer centricity and enable the borrowers to make informed choices. India is planning to discourage the diversion of sugar for ethanol production as part of efforts to ensure sufficient supplies of the sweetener in the local market, government and trade sources said on Wednesday. Lower diversion for ethanol will help the world's second biggest sugar producer in increasing output of the sweetener, which is expected to fall because of below normal rainfall in key growing states. The government could ask mills not to use sugar cane juice and B-heavy molasses — a byproduct with higher sucrose levels — to produce ethanol, they said. India's fuel retailers buy ethanol from sugar mills to blend with gasoline and they were paying higher price for ethanol produced from juice and B-heavy molasses. «After assessing the demand-supply situation, the committee of ministers decided to focus on sugar production this year,» said one of the government sources who declined to be named according to official rules. The government would allow mills to produce ethanol only from C-heavy molasses, a cane by-product that has hardly any sugar content left in it, the second government official said. The new guidelines for ethanol procurement in the 2023/24 marketing year, which commenced on November 1, will be finalised soon and oil marketing companies are likely to honour contracts already awarded, the first source said. The government's move is a setback for the industry, which has invested billions of dollars in the last five years to increase ethanol production capacity, said a senior industry official who declined to be named. «Hopefully, this setback will be short-term, and the government will shift its focus back to ethanol once sugar cane supplies improve,» the official said.

Supreme Court on Wednesday disapproved of the delay caused by the Central government in framing guidelines for the search and seizure of digital devices by law enforcement agencies. A division bench headed by Justice Sanjay Kishan Kaul questioned the counsel for the Centre over the two-year delay. Speaking for the Bench, Justice Kaul verbally remarked that it has been two years since notice was issued on a public interest litigation (PIL) seeking the said guidelines.

Kiren Rijiju Wednesday informed Lok Sabha that the activation of the Almora fault in western Nepal is the reason behind the significant increase in earthquakes in 2023. There have been 97 earthquakes in 2023 of magnitude 3.0 to 3,9 compared to 41 in 2022, reported PTI In a written reply in Lok Sabha, Rijiju said the activation of the Almora fault triggered significant earthquakes on January 24, October 3 and November 3. All these three earthquakes were above 5.8 magnitude.
