The specific NCAA bylaw under scrutiny is 11.6.1, which explicitly states that «off-campus, in-person scouting of future opponents (in the same season) is prohibited.» The NCAA's regulations do not include specific rules against sign-stealing. However, they do prohibit in-person advanced scouting of opponents and have bylaws in place to prevent unsportsmanlike activities.
