Dangle less tax and watch 'em go
Sam Pitroda, a yesteryear technocrat, recently rattled the beehive after he suggested India should consider inheritance tax as a means of income redistribution. Even in the US, the super-rich avoid giving back by setting up tax-free trust funds for inheritance. In India, where tax evasion is both endemic and high, tax harvesting for distribution of wealth can only come from a highly incentivised low-tax regime with high volumes of taxpayers, for whom gains from paying up outweigh pains of evasion. In a 2001 IMF paper, 'Tax Policy for Developing Countries', Vito Tanzi and Howell Zee wrote, '...the most prevalent forms of incentives found in developing countries tend to be the least meritorious… personal income taxes have been contributing very little to total tax revenue in many developing countries'. More than two decades later, this is still true. Worse, personal income-taxpayers in India live in an abnormal environment of taxation where they get next to nothing for compliance and good citizenry. Sure, it can be argued that they get roads, utilities and other infra. But these are delivered to all citizens, including those who systematically evade taxes, giving honest taxpayers only the advantage of a good conscience.

States seek more time for standard rates at hospitals
States and Union Territories have sought more time and wider consultations with all stakeholders including private hospitals, to proceed further on the Supreme Court's February directive to the Central government to work out standard rates for medical procedures and services, according to an affidavit the government filed in the apex court Monday. The Supreme Court on Monday agreed to hear a plea by an association of doctors and hospitals that questioned the government's move to prescribe rates for all hospitals. The matter is slated for hearing on September 10. In response to a public interest litigation filed by an NGO, the apex court had directed the Central government to come up with a concrete proposal specifying standard rates, in consultation with states. The court had warned of applying Central Government Health Scheme rates for treatment services at private facilities until standardised rates were set.

Financials, auto, pharma, and healthcare to drive Q4 earnings: Rahul Bhuskute
«Wherever there have been dips, the market has been bought into, sectors have been bought into, stocks have been bought into,» says Rahul Bhuskute, Bharti AXA Life Insurance. You guys at Bharti AXA Life, what are you making of the broader market resilience which has come back, that entire negativity triggered by some commentary from AMFI on stress test of the mutual fund small and midcap, plus, of course, regulator comments on froth in that pocket, all of that appears to be getting digested. You think valuations are comfortable now to get in? I think, yes, you spoke about market resilience and that has really been the heartening feature of this market. One could make that argument that valuations are higher on a historical basis or compared to other emerging markets, etc, but the market has shown resilience.
