Centre working on five-year plan to rid NHAI of debt
₹3.4 trillion debt while working on reducing the debt servicing obligations of the highway developer, which is also the prime agency for surface infrastructure development in the country. The Centre is in talks with the NHAI’s long-term bondholders for prepayment, the second person said, also on condition of anonymity, adding the roadmaker's interest payments are taking up a big chunk of the government’s annual budget allocations. The NHAI has raised funds through fixed coupon rate bonds with tenures of five, 10, 15, 20, 25 and 30 years.

While the marque toll-operate-transfer (TOT) highways will form a large portion of the exercise, a third of this money is likely to come from the NHAI InvIT, and private InvITs that may be directly offered road projects for the first time this year, one of the two persons quoted above said. The higher monetization in FY25 is expected to maintain the momentum gained in last fiscal when for the first time a sum of ₹38,334 crore was mobilised from ToT, InvIT and project-based financing.

India's highway toll collection in FY24 increased by 34.9% year-on-year to a five-year high of ₹64,809.86 crore, helped by an increase in tolled roads and their users, according to government data. Year-wise, toll collection stood at ₹25,154.76 crore in 2018-19, ₹27,637.64 crore in 2019-20, ₹27,923.80 crore in 2020-21, ₹33,907.72 crore in 2021-22 and ₹48,028.22 crore in 2022-23. A senior official said a shift to satellite-based toll collection is expected to add to the revenue. «We are doing pilots across different stretches and based on the feedback, the system will be rolled out pan India in a graded manner,» the official said.

Road ministry working on mega plan for building 50,000 km of new, access-controlled, expressways
New Delhi: The Ministry of Road Transport and Highways, in the first 100 of the formation of the next government, could unveil a mega plan for building 50,000 km of new, access-controlled, expressways by 2037 to help reduce logistic costs. The programme is expected to replace the Bharatmala scheme and will sync all future road projects with the government’s Vision 2047 for the sector. Besides, the government is considering satellite- or GPS-based tolling on select stretches by replacing FASTags to do away with wait time at toll plazas, and rolling out a cashless treatment facility for all road accident victims. The first 100 days of the new government will see the ministry laying down short-, medium- and long-term targets across the identified areas as part of the comprehensive development of India’s road transport sector, a senior government official told ET.
