Russia 'committed crimes against humanity' in Ukraine: UN probe
The crimes were perpetrated as part of a systematic, widespread attack against civilians, the UN's Independent International Commission of Inquiry on Ukraine said in a new report to be formally presented next week. «The commission has concluded that Russian authorities committed enforced disappearances and torture as crimes against humanity,» the report said. «Both were perpetrated as part of a widespread and systematic attack against the civilian population and pursuant to a coordinated state policy,» it added. The categorical nature of that statement was unusual for UN investigators.

J&K tribal youth found dead; family alleges torture marks, head without a strand of hair
The victim, Riyaz Ahmad Bajad, a resident of the tribal area of Chandian Pajan in Kulgam district of southern Kashmir, in his late 20s, went missing on February 13 along with two others, Mukhtar and Showkat from Kulgam, when they were on their way to attend a function. The family registered a complaint when it found they could not be reached as their phones were switched off. The families went from pillar to post to raise the issue but only after the matter was raised by legislators in the ongoing budget session of the assembly. Bajad's body was found in Veshow Nallah in Mah area of Kulgam. «This is what we feared the most, as the forces picked up our men earlier as well but released them after a few days. Now we want the other two people alive,» said a relative of Bajad, who did not wish to be identified. «It seems hot liquid was poured on his head. He didn't have a single strand of hair.» Police informed the family about the body and later handed it over to the family members after medico-legal formalities, said the relative. «The condition of the body was such that we couldn't even bathe it properly,» he said. Bajad is survived by a six-month old baby girl.

Attendance at board meetings improved in Maharatna, Navratna cos: Excellence Enablers
Navratna companies, have seen significant improvement in board meeting attendance by directors over the past four years, according to a survey by Excellence Enablers. The survey, which covered 13 Maharatna and 20 Navratna companies, found that in FY24, no director had zero attendance at board meetings. In contrast, in FY23, 14 directors had zero attendance. In FY22, there were 9 such directors, and 3 directors were absent from all board meetings in FY21. The Excellence Enablers' fourth edition of the survey emphasised that it is a reasonable expectation for all directors, both executive and non-executive, to attend every board meeting. Absences should only occur for extraordinary reasons that could not have been anticipated. While the legal requirement mandates that each director attend at least one board meeting per year, the survey finds this standard is clearly unsatisfactory. It suggests that directors who miss meetings for legitimate reasons should still be able to submit their comments on agenda items in advance so that they can be taken note of during discussions. Further, the survey by a Corporate Governance advisory firm said, «the question of discontinuing the appointment of Directors who have had zero attendance in the previous FY should be seriously considered». The survey, which analyses corporate governance data of Maharatna and Navratna companies from publicly available sources, also looked into other aspects of board governance, including board size, the presence of independent directors (IDs), and gender representation on boards.

Sebi expands scope of unpublished price sensitive information
Markets regulator Sebi has widened the ambit of the scope of Unpublished Price Sensitive Information (UPSI) by including any proposed fundraising activities agreements which can impact the management or control of the company, restructuring plans, and one-time bank settlements. The move is aimed at enhancing regulatory clarity, certainty and uniformity in compliance in the ecosystem. To give this effect, Sebi, in a notification issued on March 11, amended insider trading regulations. The new rules would come into force from June 10.

Siddaramaiah has thrown his weight behind his Tamil Nadu counterpart MK Stalin’s initiative to bring all likeminded political parties together on the issue of delimitation of constituencies. On his behalf, Dy CM DK Shivakumar will attend the joint action committee meeting Stalin has called in Chennai on March 22. Siddaramaiah, in a letter to the TN CM on Thursday, said his March 7 letter “raises very important issues of autonomy of States which have serious implications on the principles governing our polity. Particularly the issues of delimitation of the Parliamentary and Assembly Constituencies based on new population benchmarks. These issues have to be discussed at length by the like minded states.” He added he wished to participate in the meeting but was not able to do so in view of his prior commitments and Shivakumar will represent Karnataka. “We remain committed to protecting federal principles and the rights of states,” the CM said in a post on X. «First JAC meeting in Chennai on March 22, 2025. Let us stand together not as separate political entities but as protectors of our people's future,» Stalin wrote in an earlier post on X. Congress and DMK are part of the INDI alliance, the political grouping that fought the BJP and its alliance in the Lok Sabha elections, last year.

Dr. Reddy’s Laboratories is recalling Lot No: A1540076 of Levetiracetam 0.75% Sodium Chloride Injection, 1,000 mg/100 mL, single-dose infusion bags in the United States. The product is being recalled because the infusion bag is incorrectly labeled as Levetiracetam in 0.82% Sodium Chloride Injection 500 mg/100 mL single-dose bag, while the aluminum overwrap packaging correctly identifies the product as Levetiracetam in 0.75% Sodium Chloride Injection 1,000 mg/100 mL. Patients who are administered the mislabeled product will likely experience adverse events, as per the risk statement issued by the company. Because the infusion bag is labelled as 500 mg/100 mL but actually contains 1,000 mg/100 mL dose, the patient could receive double the dose of intravenous levetiracetam than intended which could lead to immediate and serious side effects including hypersensitivity reactions, liver injury, hematological toxicity, somnolence, fatigue, dizziness, coordination difficulties, agitation, aggression, depressed level of consciousness, respiratory depression, and coma, as per the company.

The aid package for Ukraine involves artillery ammunition, «which is in great need right now,» said Finland's Defence Minister Antti Hakkanen as he signed a memorandum of understanding alongside his Ukrainian counterpart Rustem Umerov. Finland's Defence Ministry said other contents of the aid package would not be divulged at this time. Hakkanen said that Finland remains committed to supporting Ukraine and shares Kyiv's «view of the Russian threat in light of our historical experiences.» The areas of closer cooperation include information exchange, research and innovation, ammunition production, and defense industry projects in Finland and Ukraine, the ministry said. The minister said that the relationship was not a one-way street.

Two arrested in Auckland schools threat email case
New Zealand police on Thursday (March 13, 2025) arrested two people and charged one of them in the case involving two schools which had received threat emails. Police launched an investigation to trace the threat email and zeroed in on an address in Māngere East. The officers then arrested a 20-year-old man and a woman. The man was later charged with the possession of a firearm. According to a New Zealand news portal, acting Counties Manukau District Commander Inspector Alison Brand informed that the duo taken into custody did not offer any resistance when they were confronted by the officers. «Investigation staff have been speaking with both of these individuals throughout the day. This is still very much an active investigation and we are limited in further comment at this stage,» said Brand. “Police have now charged a 20-year-old man with a firearms offence. This relates to a firearm located at a different property," she added. Police will produce the man before the Manukau District Court on Friday and may press more charges against him. The entire operation was carried out after a search warrant issued at the address on Thursday morning.

NCLT approves merger of Dalmia Cement's North East arm with Vinay Cement
Dalmia Bharat Limited on Thursday said that the National Company Law Tribunal (NCLT), Guwahati Bench, has approved a Scheme of Arrangement involving Dalmia Cement (North East) Limited and Vinay Cement Limited. The order, dated February 21, 2025, directed a demerger and transfer of the cement and mining business operations from Vinay Cement Limited, a subsidiary of Dalmia Cement, to Dalmia Cement (North East) Limited, another material subsidiary of the company. The Scheme, which comes into effect from the appointed date of March 31, 2023, was sanctioned under Sections 230 to 232 of the Companies Act, 2013. The parent company, Dalmia Bharat, is not a party to the Scheme, and no shares are set to be issued by or to the company as part of this arrangement. Both subsidiaries will continue to operate under the umbrella of the company post-approval, the cement major said in information to the exchanges.
