Government panel to look into 5G deployment at airports
Ajay Kumar Sood has been tasked with resolving the contentious issue of rolling out 5G services in and around airports amid aircraft and passenger safety concerns. Senior officials aware of the move told ET that a wider panel has been formed «to work on the 5G matter» as no consensus was reached around timelines for replacing obsolete aircraft radio altimeters-a key device that provides vital altitude information to flight crews and on-board aircraft systems during landings in low visibility conditions. While the Directorate General of Civil Aviation (DGCA) and the Department of Telecommunications (DoT) have been holding discussions with telcos, airline operators and aircraft manufacturers, the issue has been in limbo for more than a year. In November 2022, the DoT had asked all mobile operators not to install any 5G sites in the 3,300-3,670 MHz band within 2.1 km of both ends of the runway at all airports in India, to avoid potential interference with aircraft radio frequencies. But it was only meant to be a temporary measure till altimeters of aircraft were replaced.

Canada announces cap on international students. Here's how it will work
Canada has finally announced its much-anticipated plans to restrict international students moving into the country. Immigration, Refugees and Citizenship Canada (IRCC) has unveiled a temporary cap on the issuance of study visas for international students. According to the information released by IRCC, the cap for the year 2024 is anticipated to lead to approximately 360,000 approved study permits, marking a 35% decrease from the figures recorded in 2023. This strategic move aims to address the substantial growth of the international student population in provinces where the surge has been deemed unsustainable. These caps will not affect existing study permit holders or those seeking permit renewals. Masters and doctoral degree pursuits are also exempt from these limitations.

Budget 2024: Rural jobs scheme may get 47% higher outlay of Rs 88,000 crore
interim budget for FY25 to be presented on February 1, as compared with ₹60,000 crore budgeted for this fiscal, a person aware of the details told ET. The government will allocate more should the demand exceed its initial expectation under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), which is a demand-driven programme. The rural development ministry, in the pre-budget consultations, had sought ₹1.1 lakh crore for FY25, expecting higher demand for work and wage hikes. As for the current fiscal, the government has approved an additional ₹14,524 crore, over and above the budgeted ₹60,000 crore, as part of its first batch of supplementary demands for grants with an indication that more funds could be granted if required. The government had spent about ₹90,000 crore under the scheme in FY23.

Delhi High Court quashes CIC order on PM Cares Fund information
Delhi High Court on Monday quashed a Central Information Commission’s order (CIC) that asked the income tax authorities to furnish information and copies of documents submitted by the PM Cares Fund while applying for income tax exemptions. While allowing the income tax department’s appeal, Justice Subramonium Prasad ruled that CIC does not have the jurisdiction to direct furnishing of information provided for in Section 138 of the Income Tax Act and Section 138 (2) of the Income Tax Act prevails over Section 22 of the Right to Information Act (RTI Act). «In the present case, the question which arose was whether Section 138(2) of the IT Act which also contains a non-obstante clause would override Section 22 of the RTI Act or not. In view of the fact that Section 138(1)(b) of the IT Act mandates that information relating to an assessee can only be supplied subject to the satisfaction of Principal Chief Commissioner or Chief Commissioner or Principal Commissioner or Commissioner, as the case may be, it can be said that Section 138(2) of the IT Act would prevail over Section 22 of the RTI Act,» the Court held. Even if the CIC had the jurisdiction to direct the department to provide the information, the Commission's failure to give PM CARES notice of hearing would in itself have vitiated the order, the HC said. Mumbai-based activist Girish Mittal had sought details regarding the tax exemption granted to the PM Cares Fund in May 2020.
