R K Singh on Sunday criticised the West Bengal government for «not implementing» the PM Kusum scheme, which could have helped farmers by way of lower power costs. The scheme envisages installation of solar panels for running irrigation pumps, which are usually operated with diesel. Singh, the Union Minister for New and Renewable Energy, said under the scheme, the Centre provides 30-per cent assistance as viability gap funding. «With this viability gap funding, solar power generation costs would come down and farmers can benefit from lower electricity tariff… But the Bengal government has not implemented it,» Singh said here. The electricity distribution company of the state government would only have to invite bids from private agencies, which set up solar panels, and then buy power from them, he said. The agency with the lowest bid would be awarded the contract.

United Telecoms Ltd filed by one of its operational creditors. This is the second such observation from the Chennai bench of the insolvency appellate tribunal this month, after declining to entertain the petition from operational creditors. Earlier, it had refused to entertain an insolvency petition against Wipro Ltd after observing that the bankruptcy law cannot be used as a means to recover debt against solvent companies. Again, while rejecting a plea against United Telecoms last week, a two-member bench comprising justices M Venugopal and Shreesha Merla said: «Time and again, the apex court in a catena of judgments held that the IBC is not a 'recovery mechanism'. The appellate tribunal upheld the order by the Bengaluru bench of the National Company Law Tribunal (NCLT), which had dismissed the plea moved by an operational creditor claiming a default of Rs 8.46 crore against United Telecoms Ltd, which is an ICT and social infrastructure company. According to the petitioner, it had entered into a settlement agreement with the company on its request and had signed an MoU (memorandum of understanding).

SpiceJet on Friday claimed in the bankruptcy court that two insolvency petitions filed against it by two aircraft lessors — Wilmington Trust SP Services (Dublin) Ltd and Celestial Aviation Services Ltd — were not maintainable. The low-cost airline informed the National Company Law Tribunal that Wilmington was not the owner of the aircraft leased by it and so it is not an operational creditor to file an insolvency petition. Opposing the Celestial Aviation case, SpiceJet argued that five operational creditors had filed a combined petition, so it was not maintainable. In the Wilmington case, SpiceJet claimed that the owner of the aircraft was BOC Aviation Ltd, which had transferred the ownership to Aircaste (Ireland) Ltd and.

Airports Authority of India (AAI), having their presence in Gujarat were not giving 85 per cent jobs to locals as per the rules despite repeated reminders, a state minister told the legislative assembly on Friday. These three entities are the AAI, the Oil and Natural Gas Corporation Limited (ONGC) and the Indian Oil Corporation (IOC). In 1995, a government resolution had ordered all the commercial entities, including central PSUs, functioning in Gujarat to hire 85 per cent of their workforce from Gujarat. During question hour of the assembly on Friday, Congress MLA Imran Khedawala sought to know if these three central government entities were following the rule and what actions were taken by the state government against AAI, IOC and ONGC for not following the 85 per cent hiring norm.
