WASHINGTON : President Biden told congressional Democrats in a letter Monday that he was committed to “running this race to the end," as public and private calls for him to exit from the contest grow louder. In the letter, Biden said he had had “extensive conversations" with party leadership, members and voters over the past 10 days and said he wasn’t blind to the concerns about his age and his candidacy that have emerged since his disastrous debate performance. But he said he was heartened by “rock-solid, steadfast support" from many and wouldn’t continue if he wasn’t confident he could beat former President Donald Trump.

MP: BJP's Kamlesh Shah defeats Congress challenger in Amarwara assembly seat bypoll
BJP's Kamlesh Shah on Saturday won the bypoll to Amarwara (ST) assembly constituency in Madhya Pradesh by a margin of 3,027 votes, defeating his nearest Congress rival Dheeran Shah Invati in a close contest after 21 rounds of counting. Shah polled 83,105 votes while Invati garnered 80,078 votes, a poll official said. This is after 16 years that the BJP has won the Amarwara constituency after BJP's Premnarayan Thakur had trounced GGP's Manmohan Shah Bhati in 2008 by a thin margin of 437 votes. Incidentally, Thakur, like Kamlesh Shah, was also a Congress turncoat.

Process to pick GSTAT judicial and tech members to start after Budget
revenue secretary Sanjay Malhotra will initiate the process of selection and appointment of judicial and technical members for the Goods and Services Tax Appellate Tribunal (GSTAT) after the presentation of the budget, officials said. The central government is aiming to make the tribunal functional by the end of November and has already initiated the process of shifting anti-profiteering cases to the GSTAT principal bench from the Competition Commission of India (CCI). «We are putting all efforts to make the principal bench operational by the end of November and the process of selection and appointment will start immediately after the budget,» a senior government official told ET. Separately, a technical team is working on a dedicated online portal for electronic filing of appeals, officials said, adding that the portal will be ready by September.

MHA amends J-K Reorganization Act, boosts LG's powers
Ministry of Home Affairs (MHA) has amended the Jammu and Kashmir Reorganization Act, 2019 enhancing some powers of the Lieutenant Governor of the erstwhile state. President Droupadi Murmu has given her approval to the amendments in the rule exercising the powers conferred by section 55 of the Jammu and Kashmir Reorganisation Act, 2019, (34 of 2019) read with the Proclamation dated 31st October 2019 issued under section 73 of the Act, a notification issued by the MHA mentions. The President made the rules further to amend the Transaction of Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019.
