Philip Cross: Last-gasp defence can't save the carbon tax
The April 1st implementation of another hike in the federal government’s carbon tax and the growing prospect that a Poilievre government will abolish the tax, have prompted its advocates to mount a last-gasp defence. Three hundred supporters (not all of them economists) have signed a petition in favour of it. Its backers also fanned out to argue for it in op-eds and numerous appearances on CBC, which willingly provided a soap box for one side of this partisan issue. But, far from being persuasive, advocates mostly demonstrated how little they have learned from their long-standing failure to sell the tax to many politicians and most Canadians.

NBFC lenders find borrowing a costly affair
MUMBAI : Non-bank lenders are struggling through a spike in borrowing costs as banks have become cautious in lending to them following a regulatory warning, forcing these companies to diversify their money sources. Large deposit-taking non-banking finance companies such as Bajaj Finance and Shriram Finance Ltd, for instance, hiked their fixed deposit rates sharply this month, hoping to shore up funds that can make up for lower bank borrowings. Non-bank lenders that depend on banks for a significant portion of their borrowings are now turning to other more expensive options for funds, including deposits and bonds.

SBI refuses to disclose electoral bonds' details under RTI Act
State Bank of India (SBI) has refused to disclose under the RTI Act the details of the electoral bonds furnished to the Election Commission (EC), claiming that it is personal information held in a fiduciary capacity, even though the records are in the public domain on the poll panel's website. Holding that the electoral bonds scheme was «unconstitutional and manifestly arbitrary», the Supreme Court directed the SBI on February 15 to furnish the complete details of the bonds purchased since April 12, 2019 to the EC, which would publish the information on its website by March 13. On March 11, the court dismissed the SBI's petition seeking an extension of the deadline and ordered it to disclose the details of the electoral bonds to the EC by the close of business hours on March 12. RTI activist Commodore (retired) Lokesh Batra approached the SBI on March 13 seeking the complete data of the electoral bonds in the digital form, as provided to the EC after the Supreme Court's order.

Cocoa extends gains as supply shortage keeps price near record
Cocoa gained in New York, with prices heading back toward a record high amid lingering fears about global shortages. Futures climbed as much as 4% to head for a fourth straight increase. Prices have surged this year — recently exceeding $10,000 a ton — as poor West African harvests put the world on course for another annual deficit, threatening to further raise chocolate prices. “West African near-term supply remains very tight at the start of the mid-crop harvest, and that has provided underlying support to the cocoa market,” the Hightower Report said.

US Fed minutes reveal slice in treasury securities from the balance sheet runoff
Federal Reserve is preparing in short order to slow the rate at which it sheds Treasury securities from its balance sheet, with policymakers generally favoring cutting the recent pace by roughly half in an effort to extend the process of shrinking holdings and reducing the risk of market trouble. According to minutes released on Wednesday of the Fed's latest policy meeting, held on March 19-20, officials are thinking about the future of their balance sheet winddown, known as quantitative tightening, or QT, with an eye toward the 2017 to 2019 period, when they last engaged in a similar process that ended up with significant market tumult.
