Assam government will sign a peace accord with the pro-talks faction of the United Liberation Front of Asom (ULFA), aiming to end decades-old insurgency in the northeastern state, officials said. Union home minister Amit Shah, Assam chief minister Himanta Biswa Sarma and more than a dozen top leaders of the pro-talks faction of ULFA, headed by Arabinda Rajkhowa, will be present during the signing of the peace agreement in the national capital. The accord will take care of a host of long-standing political, economic and social issues concerning Assam, besides providing cultural safeguards and land rights to the indigenous people, the officials said. The hardline faction of ULFA, led by Paresh Baruah, will not be part of the agreement as he has been consistently rejecting the olive branch offered by the government Two top leaders of the Rajkhowa group — Anup Chetia and Sashdhar Choudhary — have been in the national capital since last week and gave the final touches to the peace agreement along with government interlocutors, officials said. Those who have been talking to the ULFA faction from the government side include Intelligence Bureau director Tapan Deka and the government's advisor on the northeast affairs, AK Mishra. The Rajkhowa-led ULFA faction had begun unconditional talks with the central government in 2011, despite strong opposition from the hardline faction led by Paresh Baruah, who is believed to be residing at a place along the China-Myanmar border. The ULFA was formed in 1979 with the demand for a «sovereign Assam».

Shumang Leela (Meitei courtyard theatre) artistes have changed their occupation for a living. While some of them have begun driving auto rickshaw, others have taken up construction works like masonry etc., said lifetime secretary of Manipur State Shumang Leela Council, Shougrakpam Hemanta, who is also a comedian of the theatre group, on Thursday. In such a tough situation besieging the ill-starred artistes, Shumang Leela promoters expressed apprehension that the age old traditional form of theater will die if the violence spanning more than seven months continues unabated. The unique feature of Shumang Leela is that male artistes, in their group, play the roles of females, while women artistes, in their group, play male roles. Originally, Shumang Leela started as a comic genre presented to the kings and noblemen which ultimately developed into the current form, and over the years, it has become a powerful medium for mass education apart from providing entertainment as well as relaxation. Hemanta said that there are 15 male Shumang Leela groups and around 18 female groups in the state, and each group has nearly 20 artistes.

The solvency ratio for public sector non-life insurers’ group is sub-optimal with three of the four PSU insurers recording the ratio below the baseline prescription, the RBI said in its report released on Thursday. The minimum solvency ratio requirement set by the Insurance Regulatory and Development Authority of India (IRDAI) for insurance companies in India is 150 per cent. The higher the solvency ratio, the better will be the ability of the insurer to meet its liabilities The report also noted that the solvency ratio for life insurance companies has been above the prescribed threshold for both public sector and private sector at an aggregate level. In case of mutual funds, the regulator’s analysis revealed stress including credit risk, interest rate risk, and liquidity risk in the case of 17 mutual funds.
