Panagariya chairs first meeting of 16th Finance Commission
16th Finance Commission (XVI-FC) on Wednesday held its first meeting under the Chairmanship of Arvind Panagariya here. During the meeting, the commission discussed its Terms of Reference, as per the order by the President of India and notified by the Ministry of Finance on December 31, 2023, an official statement said. The distribution between the Union and states of the net proceeds of taxes, which are to be, or may be, divided between them under Chapter I, Part XII of the Constitution and the allocation between states of the respective shares of such proceeds, are among the Terms of Reference (ToR) approved by the Cabinet. Another ToR is about the principles governing the grants-in-aid of the revenues of states out of the Consolidated Fund of India and the sums to be paid to states by way of grants-in-aid of their revenues.

Wholesale inflation eases to a three-month low of 0.27% in January
Deflation in the core wholesale index and a decline in food prices pushed wholesale inflation to a three-month low of 0.27% in January compared with 0.73% in the previous month, according to data released Wednesday. “Contrary to expectations, the WPI inflation eased to 0.3% in year-on-year terms in January 2024 from 0.7% in December 2023. This was largely led by the WPI-food and core (manufactured non-food products) items, with the latter remaining in the deflationary zone for the eleventh straight month,” said Aditi Nayar, chief economist, Icra. Sequentially, the wholesale price index was down 0.3%, with the food index declining 1% and manufactured products continuing its deflation for a second consecutive month. Prices of manufactured products in January were down 1% sequentially as well.

tuberculosis (TB) patients, an advance that may lead to personalised treatments for the bacterial disease. The study, published in the journal iScience, analysed multimodal data including diverse biomedical data from clinical tests, genomics, medical imaging and drug prescriptions from TB patients. By analysing data from patients with varying levels of drug resistance, the researchers discovered biomedical features predictive of treatment failure. They also uncovered drug regimens effective against specific sets of drug-resistant TB patients.

Valentine's Day beware of the cybercriminals. A report of Check Point Research has warned that cybercriminals are targetting the lovebirds with love-themed online websites. As per the report, there's a 39% increase in new domains incorporating «Valentine» or "love" in January, compared to the previous month. Shockingly, 1 in 8 of these domains were identified as malicious or posing risks to users seeking online romance. Not only individuals but organizations are also falling victim to these cyber threats. Attempts to access hazardous websites saw a 34% rise in February compared to the prior month, and a staggering 175% surge from January 2023. This alarming trend emphasizes the escalating dangers surrounding significant events like Valentine's Day. Phishing attacks, which are already prevalent, are becoming more sophisticated.

A new carbon removal startup is powered by sunlight and seawater
carbon capture approaches. The technology? Sunlight and seawater. The company, Banyu Carbon, says it has developed an ocean carbon dioxide removal (CDR) system that relies on a synthetic molecule that, when exposed to light, changes shape and becomes acidic. When it interacts with seawater, the resulting process scrubs CO2. Though the company is currently working at the gram scale, its technology holds the promise of a low-cost way to limit global warming. “The main problem we're trying to solve is that carbon removal takes a ton of energy,” says Banyu co-founder and Chief Executive Officer Alex Gagnon, a chemical oceanography professor who spun the startup out of the University of Washington in 2022 with colleague Julian Sachs. (A marine organic chemist and Banyu’s chief technology officer, Sachs previously conducted fieldwork in the Pacific, and “Banyu” is an Indonesian word for “seawater.”)
