Kathy Hochul has declared a state of emergency across New York City, Long Island, and surrounding area after torrential storms flooded subways and streets and delayed flights. Ophelia's remnants soaked New York City with heavy rain early Friday, and caused flash flooding in parts of the city, Xinhua news agency reported. A flood watch is in effect through 6 a.m. Saturday for the entire tri-state — New York, New Jersey and Connecticut, with rainfall rates of one to two inches per hour expected at times. Strong storms have shut down swaths of the Big Apple's subway system, flooded some streets and highways, and cut off access to at least one terminal at the LaGuardia Airport. A number of subway lines were suspended Friday morning with other lines suspending service through flooded stations, especially in Brooklyn. «There is only extremely limited subway service available because of heavy flooding.

Delhi Traffic Police has conducted a survey to identify 117 key points in the city where heavy traffic congestion occurs. As per a TOI report, these congestion points are mainly caused by high traffic volume, ongoing construction activities, or encroachments. The survey, led by SS Yadav, special commissioner of police (Traffic), aims to understand the limitations and road engineering aspects that contribute to the congestion.

Mayor Eric Adams advised residents to stay indoors as the streets were impassable and subway stations were inundated with water.

In response to the situation, New York Governor Kathy Hochul declared a state of emergency encompassing New York City, Long Island, and the Hudson Valley. Mayor Eric Adams also issued a separate state of emergency declaration for New York City.

Delhi Metro has increased the operational speed of metro trains on the Airport Express Line to 120 kmph starting Sunday, a senior official said. The journey from New Delhi Metro Station to the newly-built YashoBhoomi Dwarka Sector 25 station will take about 21 minutes, he said. Modi on Sunday morning inaugurated the extension and YashoBhoomi, the first phase of the India International Convention and Expo Centre (IICC). Delhi Metro line between Dwarka Sector 21 and the India International Convention Centre, named YashoBhoomi, will become operational from September 17, officials said on Friday. Prime Minister Narendra Modi is expected to inaugurate the first phase of India International Convention Centre (IICC) in Dwarka and the extension of Delhi Airport Metro Express line from Dwarka Sector 21 to a new metro station at Dwarka Sector 25 on Sunday. "Passenger operations on this new extension will be started from 3 pm onwards on the same day, that is, Sunday, September 17.

In addition to the new station, Delhi Metro will also increase the operational speed of Metro trains on Airport Express Line from 90 kilometres per hour to 120 kmph. This will help commuters save three minutes of travel time as the metro will take just 19 minutes between New Delhi and Dwarka Sector – 21 station, a Delhi Metro statement said. Times Square gave way early Tuesday, flooding midtown streets and the busy Times Square subway station. The 20-inch (half-meter) water main gave way under 40th Street and Seventh Avenue at 3 a.m., said Rohit Aggarwala, commissioner of New York City's Department of Environmental Protection. It took DEP crews about an hour to find the source of the leak and shut the water off, Aggarwala said. The excavation left «a big hole at the intersection of 40th Street and Seventh Avenue,» he said. While that intersection remained closed to car traffic, surrounding streets were open by rush hour. Subway service, however, was suspended through much of Manhattan on the 1, 2 and 3 lines, which run directly under the broken pipe. Aggarwala said it appeared that only two local businesses were without left without water at the start of the work day.
