Climate negotiators get down to business at COP28 Summit
COP28 is approaching the end of the first week and the kings, presidents and prime ministers have flown off. Now, hundreds of seasoned climate diplomats must get down to the tough job of negotiating a text that everyone can agree on. Adnan Amin, who as chief executive officer of COP28 is one of Sultan Al-Jaber’s most senior lieutenants, said in an interview there are several areas that are likely to test negotiators over the rest of the summit. The tussle over whether the final agreement should commit to a “phase down” or “phase out” fossil fuels is prominent as always and different formulations are currently being shopped.

RBI Monetary Policy: Rate pause may continue on GDP print, CPI inflation; Key indicators to watch
RBI) Governor Shaktikanta Das will unveil the fifth monetary policy of the financial year 2023-24 on Friday, December 8, after a two-day review, as it observes the impact of global headwinds on India's macroeconomic indicators such as inflation trajectory and growth in gross domestic product (GDP). The review by the six-member Monetary Policy Committee (MPC) led by Das will likely indicate the course RBI will adopt in the remainder of the financial year as it seeks to strike a fine balance between sustaining growth and bringing inflation under the 4 per cent target amid high food prices.

Centre seeks house approval for extra net spending of Rs 58,378 cr
fiscal deficit target of 5.9% of gross domestic product (GDP) for 2023-24. The demands involve gross additional spending of more than ₹1.29 lakh crore in this fiscal, a significant chunk of which, ₹70,968 crore, will be met through savings or enhanced receipts of various ministries and departments, according to the papers tabled in both houses of Parliament. Late last month, officials had said overall revenue collections were expected to remain robust this fiscal, while additional outgo under some programmes or heads could be significantly offset by savings in others and reprioritisation of expenditures. The Centre's fiscal deficit in the first seven months of this fiscal hit 45% of the full-year target, a tad lower from 45.6% a year before, indicating that the deficit was under control. The government had budgeted total expenditure at ₹45 lakh crore for 2023-24, while its tax and non-tax revenue was pegged at ₹26.3 lakh crore. The net outgo under the first batch of supplementary demands for grants in 2023-24 is way below the level a year before, when the government had sought clearance for a net spending of ₹3.26 lakh crore and gross expenditure of ₹4.36 lakh crore. However, this was because the 2022-23 budget calculations went haywire after the Ukraine war broke out unexpectedly, leading to elevated global commodity prices that inflated the government's subsidy bill. The latest supplementary demands include a total of 79 grants and four appropriations.

Cricket: England outplay India in their own backyard
Opting to bowl, India dished out a shoddy fielding and bowling performance — except for Renuka Singh — to allow England post 197/6 and then could only score 158/6 in response to lose the match and concede 1-0 lead to England in the series. Only Shafali Verma (52 off 42 balls) could score big in the Indian run chase. Captain Harmanpreet Kaur (26) and Richa Ghosh (21) failed to convert their starts as India failed to mount a serious challenge to the big target. India’s chase took early blows when Smriti Mandhana (6) was cleaned up by Nat Sciver-Brunt in the third over and Freya Kemp struck with her first delivery, getting Jemimah Rodrigues (4) caught behind in the sixth over. But despite losing two key batters, India were 53/2 in the powerplay and looked set for having a crack at the big chase until England’s spinners came into fray. Coming off an injury lay-off, there were no visible signs of struggle for the parsimonious Sophie Ecclestone, who cleaned up India skipper Harmanpreet (26 off 21 balls, 3x4s, 1x6s) when her partnership with Shafali started to threaten the visitors. Richa Ghosh (21) and Shafali provided a glimmer of hope for India with their brisk 26-ball 40-run stand for the fourth wicket but Sarah Glenn broke their stand to peg the hosts back again. Earlier, marauding fifties by Danni Wyatt (75) and Sciver-Brunt (77) powered England Women to 197/6 after early setbacks.
