The upcoming 16th Finance Commission has a highly critical task at hand
GST launched in 2017—then its job is tougher still. Even so, the task before the 16th FC will be truly unenviable. This is because a Lok Sabha constituency rejig may overlap with its span of coverage from 2026-27 to 2031-32.

Congress' defeat in Hindi heartland has regional parties worried it will reconsider caste census ahead of 2024
Congress’ failure to translate the caste census issue into electoral dividends in the assembly polls in Madhya Pradesh, Chhattisgarh and Rajasthan. BJP’s good show in the three states has apparently posed a new challenge for these parties that were planning to bank on this issue for their electoral gains in the coming 2024 Lok Sabha polls. Most of the leaders of these political parties are now desperately waiting for the Congress party’s future stand on the caste census issue. They fear that the Congress may have a relook at this issue in the new situation emerging post announcement of the poll results. Most of the leaders, associated with these parties, said the demand for caste census can’t become a national issue without support from the Congress.

AI might help meet COP28 climate targets - but at what cost?
Before long, the shortest route has the strongest chemical signature, helping other ants learn to use it, said Tshilidzi Marwala, an artificial intelligence engineer and rector of United Nations University. The «ant-based algorithm» and other learning systems, studied by data scientists, are now being used to reduce inefficiencies in manufacturing processes — one way to cut planet-warming emissions. «Today we have ant-based artificial intelligence algorithms, because (they) are quite efficient,» said Marwala, who is also a U.N. Under-Secretary General, in an interview at the COP28 U.N.

India finds quality issues with cough syrup linked to Cameroon deaths
cough syrup linked to the deaths of at least six children in Cameroon have found unidentified quality issues in at least one of the five samples picked up by authorities, two people familiar with the investigation told Reuters. Riemann Labs is one of three Indian drugmakers whose cough syrups have been linked to the deaths of at least 141 children in Gambia, Uzbekistan and Cameroon since the middle of last year. That has cast a shadow on the quality of exports from India, often dubbed the «world's pharmacy» due to its supply of life-saving drugs at low prices to countries that most need them. The World Health Organization (WHO) said in July that a sample picked up from Cameroon of Naturcold syrup, whose maker India has identified as Riemann, contained as much 28.6% of the toxin of diethylene glycol, compared with an acceptable limit of no more than 0.10%. Indian authorities said they had suspended Riemann's production soon after the WHO alert, citing violations of good manufacturing practices.

FOMO could take markets higher; expecting 21,000 in December: Rahul Sharma
Rahul Sharma, Director, JM Financial Services, says “it is better to look at relative setups, stocks and sectors which have not participated in the last few days of rally. So relative setups become the go-to trade at this point in time. Do not chase the ones which have already done well and are already topping the charts on long term time frames. The best thing to do is something like banking, which is still away from its life high.” I remember the note which you had put out at JM quite ahead of the curve. You had it spot on. Such a big gap and it is not even giving any fresh buyers an opportunity. There is not a single pullback on an intraday at least till 12 noon. I mean, what do the traders do? They will have to play, chase the stocks. What are you recommending to your clients? There are three things happening here. One is the market was very light in terms of the long positioning. In fact, on the way up in the last week it was primarily a short covering rally. We saw both the indices Nifty, Bank Nifty, OI shedding by 15% week on week. We saw index components lose as much as one third of their open interest in a week. It was supposed to be the breakout that we all were expecting. Now what has happened is we have seen a short covering. Longs are very light. FIIs still have some residual shorts which means that a lot of people have missed out on this rally.
