Karnataka CM Siddaramaiah announces major pay revision for govt employees, wage bill to go up by Rs 20,208 cr per annum
Karnataka Chief Minister Siddaramaiah on Tuesday announced a major raise in the pay of government employees with retrospective effect from July 1, 2022, after unions threatened to go on an indefinite strike. The revision will increase the basic salary and pension of employees by 58.50%, the chief minister said in a statement in the assembly. The hike in pay and pensions would mean an additional expenditure of Rs 20,208 crore per annum to the cash-strapped government which has been struggling to meet demands from both government and MLAs who have been lobbying hard for funds for their constituencies. The government has set aside the funds in the budget for 2024-25 to meet the revised pay and pension, the CM said. The revision is in line with the recommendations of the seventh pay commission, headed by former chief secretary K Sudhakar Rao. The commission, set up on Nov 19,2022, to address the demands for revision of pay, allowance, and pension of government employees, submitted its report on March 24, 2024.

Mint Explainer: What are factor funds and how do they work?
traditional passive funds that simply track an index, factor-based funds operate on predefined rules or criteria—related to fundamentals or stock behaviour—to select stocks. These funds don't have a fund manager making investment decisions, yet they aren’t as straightforward as index trackers. They rebalance at regular intervals, typically every six months, to ensure alignment with their specified factors.

Who is Usha Vance, the Indian-origin wife of Trump's Vice Presidential pick JD Vance?
Usha Vance. The wife of Sen. JD Vance of Ohio, Donald Trump's newly announced running mate, certainly has the credentials. A corporate litigator at a prestigious San Francisco law firm, Usha Vance has clerked for Supreme Court Chief Justice John Roberts and Justice Brett Kavanaugh when he was an appeals court judge, and earned degrees from Yale and Cambridge. It's a conspicuous resume for a woman whose husband gave a speech in 2021 titled «The Universities are the Enemy,» and rarely missed a chance to bash the establishment as he campaigned for the Senate in 2022, as The New York Times previously reported.

Donald Trump announces Ohio Senator JD Vance as running mate
Donald Trump announced Ohio Senator J.D. Vance as his running mate for the upcoming U.S. presidential election. Vance, once a vocal critic of Trump, has since become a staunch ally, marking a significant turnaround in their political relationship. Trump made the announcement via his social media platform, Truth Social, during a Republican Party convention in Milwaukee, which was heightened by the recent attempt on Trump's life. Born James David Bowman in 1984 in Middletown, Ohio, Vance's upbringing in the struggling Appalachian coal country shaped his perspective. After serving in the Marines and earning degrees in political science and philosophy from Ohio State University and Yale Law School, Vance gained national attention with his memoir "Hillbilly Elegy."

Underground cave found on moon, could house future astronauts
moon. It is at least 150 meters deep and could be an ideal base for humans to build a permanent base on the lunar surface. The Scientists said the underground cave appears to be accessible from an open pit in the Sea of Tranquility, just 250 miles (400 kilometres) from the site where the Apollo 11 astronauts Neil Armstrong and Buzz Aldrin first set foot on the moon in1969.The finding, which first appeared in the journal Nature Astronomy, said that two Italian researchers--Lorenzo Bruzzone and Leonardo Carrer at the University of Trento—discovered the caves by analyzing the radar data collected by NASA’s lunar reconnaissance orbiter (LRO).The Italian researchers said the analysis of radar data collected by LRO established that the Mare Tranquillitatis pit leads to a cave which is 45 metres wide and up to 80 metres long.Analysis of radar data collected by Nasa’s lunar reconnaissance orbiter (LRO) revealed that the Mare Tranquillitatis pit, the deepest known pit on the moon, leads to a cave 45 metres wide and up to 80 metres long, an area equivalent to 14 tennis courts.

G20 Panel on digital public infrastructure bats for global plug & play use
G20 task force on digital public infrastructure (DPI) has suggested that countries use plug-and-play models to deploy certain DPI while ensuring their sovereignty and data ownership, exhorting them to make their existing infrastructure universally applicable for common good. Releasing the task force's report on Monday, India's G20 sherpa Amitabh Kant said the country's fast-growing DPI has enabled it to achieve in nine years what would have taken it 50 years to realise without the DPI. India's push for interoperable DPI during its G20 presidency last year had faced resistance from developed countries, who feared it could undermine the growth of global private payments entities. The plug-and-play method mooted by the task force appears to be aimed at addressing this fear.

Serum Institute of India's new 'high efficacy' malaria vaccine rolls out in Africa
high efficacy" malaria vaccine co-developed by the Serum Institute of India (SII) and the University of Oxford was officially rolled out on Monday when Cote d'Ivoire in West Africa became the first country to begin administering R21/Matrix-M. The vaccine, which was granted World Health Organisation (WHO) approval last year, is said to have undergone a rigorous regulatory process and clinical assessment and was found to be highly effective and affordable. As a low-dose vaccine, it can be manufactured at speed and scale which is seen as critical to stemming the spread of the mosquito-borne disease. «Reducing the malaria burden is finally within sight. Today's start of the R21/Matrix-M vaccine roll-out marks a monumental milestone after years of incredible work with our partners at Oxford and Novavax,» said SII CEO Adar Poonawalla. «At Serum, we believe that it is every person's right to have access to affordable and essential disease prevention. That's why we have committed to producing 100 million doses of R21, which will protect millions of lives and alleviate the burden of this deadly disease for future generations,» he said.

Ajit Ranade: It’s time to focus public spending on building human capital
China’s extraordinary growth over three decades was fuelled by exports and domestic capital spending. I Want the World to Stop
indie-pop brilliance. That's the sonic landscape of Belle and Sebastian's glorious song, 'I Want the World to Stop'. From the Scottish band's 2010 album, Belle and Sebastian Write About Love, the number opens with a guitar-driven melody that's as infectious as a bright cold day — bottled sunshine, actually. And just when you're swaying along, they throw in horns, strings and, yes, an organ. Because what could be more natural than to orchestrate your own joy? It's a plea for respite from life's chaos — 'Give me the morning, give me the afternoon,' Stuart Murdoch and Sarah Martin sing in tandem. Wrapped in 'sheets of milky winter disorder', they seek clarity in the middle of the world's noise. It's something we've all felt — the desire to hit pause, to let the world spin without us for a moment.

NTA to conduct CUET-UG retest for over 1000 candidates on July 19, no clarity on results yet
National Testing Agency (NTA) has decided to conduct a retest for over 1000 candidates of CUET UG on July 19. The NTA had on July 7 released the provisional answer key of Common University Entrance Test (CUET)-UG 2024 and announced that it will conduct a retest for CUET UG candidates between July 15 and 19 if any grievance raised by students about the conduct of the exam is found to be correct. While the agency notified the retest schedule on Sunday, it remained silent on the declaration of the result which has already been delayed by over two weeks with the final answer key not yet notified. The delay in CUET-UG results comes amid a raging row over alleged irregularities in competitive exams, including NEET and NET.
