UIDAI made this announcement via an office memorandum dated February 6, 2023.
Earlier, in column numbers 5 and 8 of the forms for the 0-5 and 5-18 age categories that «Birth certificates with name as Baby of… is not allowed.» After further consideration, the foregoing condition is revoked with immediate effect.
According to the latest office memorandum dated August 25, 2023, “In the Forms for 0-5 and 5-18 age groups, it is mentioned under column no. 5 and 8 that ‘Birth certificate with name as Baby of………… is not allowed’. 3. The matter has been reconsidered and above condition is withdrawn with immediate effect.”
According to the UIDAI office memorandum dated February 6, 2023: As part of the strengthening of Aadhaar enrolment ecosystem, E&U-I Division has issued OM No. HQ-16024/4/2020-EU-I-HQ Part (1) dated 21.09.2022 with direction to collect the Aadhaar number of both the parents along with biometric authentication of any one parent at the time of enrolment with some exceptions. In continuation to the above, it is decided to use separate forms for Aadhaar enrolment and update of Adult residents (>18 years) and Children (0-5 and 5-18 age groups separately)

How will children be captured in the database?
According to the UIDAI website, “For children below 5 years no biometrics will be captured. Their UID be processed on the basis of demographic information and facial photograph linked with the UID of their parents. These children will need to update their biometrics of ten fingers, iris and facial photograph, when they turn 5 and 15. Intimation to this effect will be mentioned in the original Aadhaar letter.”
