ACC) secretariat has expressed concerns about ministries altering the established criteria for appointing directors and heads of Central public sector undertakings, reported TOI.
In a memo sent to all ministries last week, the secretariat emphasised that the authority to relax norms related to age, educational qualifications, and eligibility criteria lies solely with the ACC. It noted that even guidelines regarding the composition of search-cum-selection committees are not being followed.
“The authority to relax any norm related to age, education qualifications, eligibility criteria etc. rests with ACC,” said the memo.
The memo identifies 12 specific criteria from the standard guidelines that ministries are deviating from or modifying without ACC approval.
These issues include the exclusion of certain eligible categories—such as HR functions—changes to cut-off dates for eligibility, length of service requirements, and the date of vacancy typically aligning with the incumbent's retirement, noted a TOI report.
