Born in 1974 in Nandgarh village, Jind district, Haryana, Gupta moved to Delhi with her family at the age of two. Her father worked as an officer at the State Bank of India, and she completed her education in Delhi.
She is a graduate from Daulat Ram College, Delhi University. Her political career began in 1992 when she joined the Akhil Bharatiya Vidyarthi Parishad (ABVP) during her time at Daulat Ram College. She gained prominence in student politics and later became the President of the Delhi University Students' Union (DUSU) in 1996-97, advocating for student rights and welfare.
Her journey in mainstream politics took off in 2007 when she was elected as a councillor from North Pitampura. During her tenure, she focused on enhancing local amenities such as libraries, parks, and swimming pools.
