Key presentations made at the fourth national conference of chief secretaries, held during December 13-15 in New Delhi, highlighted advantages with tier-2 and -3 cities — from lower population density, nearly 50% cheaper rent than tier-1 cities, balanced regional development and better standard of living due to less traffic.
The conference, focussed on 'promoting entrepreneurship, employment and skilling — leveraging the demographic dividend', charted an 2025-26 action path which has been shared with all states.
