The incident began when three boxes of snacks were ordered from the Radisson Blue Hotel in Lakkar Bazaar to be served to CM Sukhu during his visit.
According to the enquiry report by a deputy SP, an IG-ranked officer initially asked a sub-inspector (SI) to arrange snacks for the CM. The SI then directed an assistant SI (ASI) and a head constable to collect the food.
Upon retrieving the boxes, the ASI and head constable informed the SI. However, when they asked the tourism department staff whether the snacks were specifically for the CM, they were reportedly told that the items were not part of the CM's menu.
Only the SI who had ordered the snacks knew they were intended for CM Sukhu. The assistant SI and head constable, after delivering the boxes, handed them over to a lady inspector.
