Robert Payas, along with other ex-LTTE personnel based abroad, have been trying to revive it in Tamil Nadu since 2019, as per the investigation by agencies.
NIA in 2022 carried out searches and came across the involvement of Suresh Raj and Soundar. «Accused Soundar had voluntarily confessed that his uncle Balan Jayakanthan, an ex-LTTE cadre, instructed him to meet Robert Payas (an accused in the Rajiv Gandhi assassination case) for monetary assistance for his education and Robert Payas, in turn, instructed him to meet Sabesan, an ex-LTTE cadre and through Sabesan, the two developed an association and indulged in subversive activities,» the order stated.
Payas was in a jail in Tamil Nadu at the time of the meeting and was released and deported to Sri Lanka in March this year. Another case probed by NIA cited the arrest of one Letchumanan Mary Franciska, a Sri Lankan national who was instructed by Umakanthan, LTTE cadre, to siphon off deposits in various bank accounts and to revive LTTE. He stated that Letchumanan Mary Franciska, along with Keniston Fernando and K Baskaran, had entered into a criminal conspiracy for committing forgery and cheating to revive LTTE with the help of Johnson Samuvel, G Dharmendran and E Mohan, all ex-LTTE cadres based abroad.
In a third case, it was stated «one Seelan Murugan of Germany (allegedly a member of the intelligence section of the banned LTTE), one Kishok and other suspects of LTTE members have created an organisation called 'World Tamil Justice Court' similar to that of LTTE.
