In a report called «Disruptions on the Horizon,» they suggested that Ottawa should prepare for the possibility of a civil war in the U.S. The report mentioned how ideological differences, weakening democracy, and unrest within the country could lead to such a situation. The report is 37 pages, but it says this in just 15 words.
