The report of the Parliamentary Standing Committee on Welfare of Scheduled Castes and Scheduled Tribes was tabled in the Lok Sabha on Monday. «The committee notes that the percentage representation of promoted SC, ST employees in Group A during the last five years is well below the mandated percentage — 15% for SC and 7.5% for ST.
The mandated percentage for Group C and D is also not being maintained,» the panel chaired by BJP MP Kirit Solanki said in its report. The panel also suggested that if the Department of Personnel and Training is not able to find eligible candidates in feeder cadre, backlog vacancies, subject to conformity rule, may be diverted temporarily for direct recruitment by conducting departmental exams.
Reservation policy is applicable only to becoming class one officer, which is equivalent to section officer in the Union government. Similarly, the 31-member panel also suggested that the personnel ministry review its 1993 notification of not allowing caste-based associations in government offices, saying that SCs and STs are not a caste, but a class which has been defined by the Supreme Court judgement.
«The committee, therefore, desires that the interest of SC/ST employees can be properly looked into if welfare associations/unions for such marginalised classes having common service interest are legitimately permitted to be formed,» the report says.
