The plot revolves around a rogue insurgent who blackmails the CIA by assassinating foreign journalists to make it look like the agency's doing. As other countries turn against the U.S., the CIA calls upon Steve Vail (played by Eckhart), their most skilled and rebellious operative, who's now in retirement. Tasked with clearing the agency's name, he must confront his past while uncovering an international conspiracy.
Hanna Weg and Matt Johnson wrote the script, and the film was produced by Jeffrey Greenstein, Yariv Lerner, Jonathan Yunger, Heidi Jo Markel, and Robert Van Norden, with Avi Lerner, Boaz Davidson, Erik Lindsay, Tanner Mobley, and Les Weldon serving as executive producers. The deal was negotiated by Peter Jarowey and Tony Piantedosi on behalf of Vertical, and by Jeffrey Greenstein and J.J. Nugent on behalf of the production.
