Telecom Regulatory Authority of India (TRAI) has recommended reducing authorisation fees and bank guarantees for certain broadcasting distribution services while reiterating its earlier recommendation to phase out direct-to-home (DTH) licence fees by the end of FY27.

These recommendations to the Ministry of Information and Broadcasting (MIB) form part of the consultation process on the Framework for Service Authorisations for the Provision of Broadcasting Services under the Telecommunications Act, 2023.
As part of this process, the regulator has also proposed transitioning the broadcasting industry from a licencing regime to an authorisation-based system.
Under the current guidelines, licences, permissions, and registrations for various broadcasting services are issued by the MIB under Section 4 of the Indian Telegraph Act, 1885, covering TV channels, DTH, HITS, and cable TV services.
However, with the Indian Telegraph Act, 1885, now repealed and replaced by the Telecommunications Act, 2023, Section 3(1)(a) of the new Act mandates authorisation for broadcasting services, subject to prescribed terms, conditions, and fees.
