
US Visa Bulletin for April 2025: Green Card backlogs deepen; India faces over two-year EB-5 retrogression
EB-1, EB-2, and EB-3 categories will see moderate advancements for India, while EB-4 will remain unavailable for all countries until the end of fiscal year 2025, as the annual limit has been reached.
Meanwhile, US Citizenship and Immigration Services (USCIS) has confirmed that it will accept employment-based adjustment of status applications based on the Visa Bulletin's Final Action Dates chart in April 2025. This allows applicants to file if their priority date is earlier than the listed cutoff date for their category and country.
The State Department explained that retrogression in EB-5 for China and India was necessary due to increased demand and usage of available visa numbers by applicants from these countries and others worldwide. It also noted that if demand continues to rise, a Final Action Date may be set for Worldwide EB-5 Unreserved applicants.

Regarding EB-4, the department confirmed that all available EB-4 visas for fiscal year 2025 were used as of February 28, 2025, and no new visas will be issued in this category until October 1, 2025, when the new fiscal year starts.
