Chinese warships have made a first visit to a Cambodian naval base that Washington has long feared will boost Beijing's influence in the Gulf of Thailand. A Cambodian defence ministry official said on Thursday that Chinese-funded work to expand the Ream base, near the port city of Sihanoukville, would be «finished soon». Cambodian Defence Minister Tea Seiha said on his Facebook page that he had visited the two ships docked at the base on Sunday «to prepare a training of our Cambodian naval fleet». Cambodian officials refused to give any details of the vessels, the purpose of their visit or how long they were staying, but a sign on one of the gangways identified it as belonging to the Chinese navy. Chinese Foreign Ministry spokesperson Wang Wenbin said: «China and Cambodia have an extremely deep friendship, and the two sides have developed richly successful cooperation in many fields.» The Vice-Chairman of China's Central Military Commission, General He Weidong, visited Phnom Penh earlier this week and met Prime Minister Hun Manet. Cambodia has long had close relations with Beijing and US officials fret that the base will boost China's effort to buttress its international heft with a string of naval and military outposts. Satellite imagery published in July showed that a 363-metre (1,190-foot) pier had been built jutting out into the sea.

Indian solar panel manufacturers are grappling with the influx of cheaper Chinese imports funnelled through intermediary countries such as Vietnam, Malaysia, and Singapore as Chinese companies exploit Free Trade Agreement (FTA) loopholes to export to India. Despite New Delhi's imposition of a 40% customs duty on solar modules and 25% on solar cells in April 2022 to boost domestic production and reduce Chinese imports, companies in China are finding ways to bypass these high tariffs and continue supplies to Indian solar farm developers. The Chinese companies have effectively utilised this strategy in the past to evade local tariffs, as demonstrated by a year-long investigation in August 2023 by US federal authorities, which revealed that five Chinese solar panel firms had circumvented tariff regulations by channelling their operations through countries such as Cambodia, Malaysia, Thailand, and Vietnam. Following the imposition of tariffs, direct Chinese exports to India have declined, but from April to August 2023, imports of solar panel modules from Vietnam and Malaysia have surged, accounting for 60% of all such imports into India, with majority of these products originating from Chinese companies. Indian manufacturers say the imports are hurting domestic industry as the Chinese firms are resorting to dumping their products by misusing the FTA route.

UN General Assembly will meet Thursday to discuss the conflict triggered by the attack by Hamas militants on Israel, the body's president announced in a letter to member states. The Security Council has so far failed to agree on a resolution concerning the war, but a number of states — including Jordan on behalf of an Arab group of nations, Russia, Syria, Bangladesh, Vietnam and Cambodia — formally requested General Assembly President Dennis Francis to schedule the meeting. Last week, the UN Security Council, regularly divided on the Israeli-Palestinian issue, rejected a Russian draft resolution calling for a «humanitarian pause.» Only five of the 15 member states had supported the text, which condemned all violence against civilians and all terrorist acts, but did not name Hamas, an unacceptable omission to the United States, the United Kingdom and France. Washington then vetoed a second resolution put forward by Brazil as the text did not mention Israel's right to defend itself. Twelve out of 15 Council members voted in favor of that resolution, which also condemned the «heinous terrorist attacks by Hamas,» while Russia and the United Kingdom abstained. The United States was the only vote against, but as one of the body's five permanent members its vote counts as a veto. The Security Council will meet to discuss the issue Tuesday ahead of the General Assembly's gathering Thursday at 10:00 am (1400 GMT).
